HomeMy WebLinkAbout096 07 - tc: t::aS] lif?o/07 COUNTY OF JEFFERSON STATE OF WASHINGTON In the Matter of Withdrawal of Rural Arterial Program (RAP) Funds For the Paradise Bay Road Improvement Project M.P, 0.37 to M,P. 0.84, County Road No, 503608 x x x x RESOLUTION NO. 96-07 WHEREAS, in April of 2001, the County Road Administration Board (CRAB) awarded Rural Arterial Program (RAP) funds in the amount of $500,000 to Jefferson County for the improvement of Paradise Bay Road (County Road No. 503608) between mileposts M.P. 0.37 and M,P. 0.84, RAP Project No. 1600-02, and WHEREAS, these RAP funds must be used to upgrade the roadway from a width of 32 feet to 40 feet and cannot be used solely for road maintenance activities such as an asphalt overlay, and WHEREAS, Jefferson County must provide necessary local match in an amount now estimated at $450,000 to complete this project as envisioned by the RAP Prospectus, and WHEREAS, use of these RAP funds requires that the project be under construction by April of 2008, and WHEREAS, Jefferson County has not been able to program the necessary matching funds due to uncertainty and ultimately the loss of the Secure Rural Schools funding in the amount of $ 1.3 million annually, and WHEREAS, construction costs have climbed at unprecedented rates since 2003, and WHEREAS, the project as envisioned by the RAP Prospectus has been removed from the 6-Year Transportation Improvement Plan (T.I,P.), and WHEREAS, the 2008 6-Year T.I,P. and Road Budget place a higher priority on regular and heavy maintenance and on mobility improvements rather than on road shoulder widening projects; IT IS HEREBY RESOLVED that Jefferson County, in accordance with WAC 136-167-020, withdraws its request to use Rural Arterial Program (RAP) funds for the Paradise Bay Road Improvement Project, M.P. 0.37 to M.P. 0,84. Fischbach, County Administrator Frank Gifford, Public Works Director <:/- G--t:J To: Agenda Date: November 19, 2007 Subject: Withdrawal of Rural Arterial Program (RAP) Request Paradise Bay Road, Phase II, MP 0.37 to MP 0.84 Statement of Issue: Resolution to withdraw request to use Rural Arterial Program (RAP) funds on the Paradise Bay Road Phase II Improvement Project. Fund withdrawal must be in writing from the Board per WAC 136-167-020. Analysis/Strategic Goals/Pro's 8: Con's: Jefferson County was awarded Rural Arterial Program (RAP) funds through the County Road Administration Board (CRAB) in April 2001 for improvement of Paradise Bay Road from milepost MP 0.37 to MP 0.84. (This is southerly of the project finished last year through the "village"). The funds, totaling $500,000, are for widening the road from 32 feet to 40 feet. Due to the terms of the grant, the funds cannot be used for road maintenance activities such as a simple asphalt overlay. Widening a road to this extent is a complex, time consuming, and costly undertaking. With loss of the Secure Rural Schools money ($1.3 million annually) and construction costs climbing at unprecedented rates since 2003, it just is not advisable for Jefferson County to undertake this project at this time nor is it possible to have this project under construction by the required date of April 2008. Local match on the order of $450,000 would be required to complete this project as outlined in the RAP Prospectus. Over the last three years, the Roads program has been responding to revenue cuts (and cost increases) by reducing staff and cancelling projects such as this one. The 6-Year Transportation Improvement Program (TIP) and 2008 Roads Budget reflect a higher priority on regular and heavy maintenance and on mobility improvements rather than on road shoulder widening projects such as this one. Department of Public Works o Consent Agenda Page 2 of 2 Fiscallmpact/Cost Benefit Analysis: Loss of $500,000 in "outside" funding. The loss of the Secure Rural Schools money ($1.3 million annually) really represents a much greater loss to Jefferson County due to the inability to match grants such as this one. Using this example, the real loss in 2008 to the Roads Program is at least $1.8 million. The only choice is to preserve the remaining local funds for core mission functions of which regular and heavy maintenance are key. As Road Fund reserves continue to dwindle, it will not be possible for the County to undertake transportation improvement projects such as road widening, intersection improvements, non-motorized transportation links (trails, sidewalks), etc. Note: Jefferson County does have one remaining RAP funded project which is moving forward at this time. This is the South Discovery Road improvement project at the location near the Discovery Bay Golf Club where the project will shift the roadway away from the eroding high bank.
