WHEREAS, Jefferson County has received a petition (Exhibit "A") to name a private road,
as shown on attached map (Exhibit "B"), either Harborside Way or Pleasant View Lane or Quiet
Place; and
WHEREAS, the petitioner is a property owner on this road; and
WHEREAS, the petitioner wishes to establish this road name, pursuant to the Jefferson
County 911 Emergency Locator System Ordinance Number 2-0401-91, to allow for addressing
along the road; and
WHEREAS, research has shown that there are currently seven addresses assigned from
milepost 0,58 Left on Black Point Road; and
WHEREAS, notification was sent to agencies and adjacent property owners; and
WHEREAS, one adjacent property owner sent a response supporting all three proposed
road names; and
WHEREAS, two adjacent property owners sent letters objecting to the road being named;
and
WHEREAS, Fire District #4 supports all three name choices and Jeff Com supports the
name choice of Quiet Place;
NOW THEREFORE BE IT RESOLVED that the road be named Quiet Place,
ADOPTED THIS 19th DAY OF NOVEMBER, 2007,

I st choice: Harborside Way is very similar to Harborview Drive in Port Townsend and
Harbor View Place in Port Ludlow.
2nd choice: Pleasant View Lane is very similar to Pleasant Harbor Road and Pleasant
Place both in Brinnon.

Dear Sirs,
I am writing to comment on the notice that a road name change is required for a portion
of Black Point Road in Brinnon.
There has been no adequate reason given for this required change other than "no more
numbers can be added." There are plenty of more numbers!
In fact, the amended notice, which for the reason "it has been determined that it would be
more effective" suggests there is no reason you are willing to put forward for either the
initial notice or the amendment.
This smacks of bureaucracy to the detriment of the residents and taxpayers.
I respectfully request you find something better to do with your taxpayer-funded time
than create nonsensical work and aggravation for the residents of the county.
Please add one more number, as that will be the last one.

Naming a private road
Statement of Issue: A property owner has submitted a petition to name a private road giving
the following three name choices: Harborside Way, Pleasant View Lane and Quiet Place. This
road, as shown on Exhibit "B" of the resolution, is located at milepost 0.58 Left on Black
Point Road, Brinnon.
Analysis/Strategic Goals/Pro's & Con's: There are currently seven (7) properties that use the
access at milepost 0.58 left on Black Point Road. Two (2) of the addresses assigned are
incorrectly numbered for that location. To correct the addresses that do not accurately
reflect the milepost location and in order to assign a new address the road is required to be
named in accordance with the Jefferson County 911 Emergency Locator System Ordinance #2-
0401-91 (JCC 12.20). Notices were mailed to all adjacent property owners and affected
agencies; FD #4 supports all three name choices. JeffCom 911 and the Assessor's Office
support the third name choice of Quiet Place as there are already established road names
similar to Harborside and Pleasant View.
One response was received from an adjacent property owner supporting all three proposed
name choices and two letters were received objecting to the road being named.
In accordance with JCC 12.20.260, the Board is asked to consider the road name choices
given, together with the comments received by the affected agencies and either accept one
of the choices or deny the petition and return it to the petitioner for resubmission with new
name choices.
Fiscal Impact/Cost Benefit Analysis: None
Recommendation: The Department of Public Works recommends that the Board of County
Commissioners review the attached exhibits and name the road Quiet Place.
