HomeMy WebLinkAbout110 07 ~c; AJIU-ef-\-<' l;;>.h101 STATE OF WASHINGTON County of Jefferson In the Matter of Declaration of Emergency } } RESOLUTION NO. 110-07 WHEREAS, The County Emergency Operations Center reported that beginning December 3, 2007 Jefferson County is experiencing heavy rain, rapid snow melt, damaging high winds, high tides and extreme surf, and river flooding, and WHEREAS, these unique and serious weather events may endanger, and have endangered, lives and caused damage to public and private property, and WHEREAS, such weather events could result in damage to county infrastructure, and immediate preventative action and repair may be necessary to prevent further damage from occurring and to restore essential services, and WHEREAS, persons and property are, or may be, threatened or damaged unless emergency efforts are taken to reduce the threat to life and property, and WHEREAS, activation ofthe Emergency Management responsibilities of Jefferson County according to Chapter 38.52 RCW are necessary for coordination of response and recovery: NOW, THEREFORE, BE IT RESOLVED, that the Board ofJefferson County Commissioners hereby declare that a state of emergency exists. 1. The County Department of Emergency Management is directed to implement the Emergency Management Plan as necessary for this emergency. 2. The County Department of Public Works is authorized to enter into contracts and incur obligations necessary to combat this emergency to protect the health and safety of persons and property in light of the exigencies of an emergency situation without regard to time consuming procedures and formalities prescribed by law, with the exception of mandatory constitutional requirements. Highway 101 South of Mount Walker closed in several locations . Multiple secondary roads closed, washed out, or under water; damage cannot be determined until water recedes . The Hood Canal bridge was closed for two hours due to electrical problem (now open) . Flooding in Dosewallips State Park; evacuated . Unoccupied homes near the Duckabush flooded . No Fire/Emergency Medical Services access to several locations in the Brinnon area due to flooded roads and damaged culverts . No Airlift flights available due to bad weather . Highway 101 closed in multiple locations South of Brinnon in Mason County; Brinnon is temporarily isolated . Skokomish River heavy rescue in progress (Mason County) . Hoh River and Queets Rivers continue to rise significantly; Hoh River is at 45,300 cfs; Queets River is reading nearly 80,000 cfs (near historic levels) . Multiple closures and damage occurring in West Clallam County (Three Rivers area) . High surf and high tides impacting docks in Port Townsend . Maximum tides on inland waters will occur near noon, with some reduced impact on the estuary after that . Maximum stream flow expected late this afternoon . Unstable soils and slopes warning in effect due to continuing heavy rainfall . Board of County Commissioners asked to make Declaration of Emergency
