An Emergency Purchase for }
Uninterruptible Power Supply Equipment }
RESOLUTION NO. 03-08
WHEREAS, the County's computer network file servers are protected by Uninterruptible Power Supply
equipment which protects such computer equipment from damage by electrical power surges and sags as well
as providing battery power sufficient to safely shut down such computer equipment during an electrical power
outage: and,
WHEREAS, the County's computer network file servers have been increasing not only in size
(electrical requirements), but also have been increasing in number as the County's network has grown during
the past 4 years; and,
WHEREAS, during the electrical power outages experienced at the Courthouse on December 2nd and
3rd, the Uninterruptible Power Supply equipment failed to fully support the "soft" shutdown of the County's
network file servers; and,
WHEREAS, the Information Services staff performed an analysis of the failure and reported that the
capacity of the Uninterruptible Power Supply equipment had been exceeded and that to regain adequate
protection, several files servers would have to be removed from the Uninterruptible Power Supply equipment;
and,
WHEREAS, seven (7) file servers have been removed from the Uninterruptible Power Supply
equipment and are at risk for electrical damage from power surges and sags; and,
WHEREAS, potential damage to those files servers could result in total loss of that equipment
resulting in significant service outages that would affect the ability of several County departments to provide
services to the public; and,
WHEREAS, section 3.55.150 of the Jefferson County Code provides that County purchasing
procedures may be waived for emergencies; and,
WHEREAS, the County Administrator is supportive of this emergency purchase,
THEREFORE BE IT RESOL VED, that the Board of Commissioners hereby declares that an
emergency exists, waives the regular purchasing procedures and directs the Central Services Department to
acquire and install Uninterruptible Power Supply equipment as quickly as possible for the County's Computer
Network.

STATEMENT OF ISSUE:
The uninterruptible power supply (UPS) equipment needs to be replaced immediately.

To ensure that the computer network is secure and able to function as a resource for
all County Departments.
