RESOLUTION NO. 05-08
WHEREAS, Portage Way, County Road No. 575609, has been repeatedly inundated and damaged by high
tides and high winds, resulting in complete destruction of the road surface in 2006 and significant damage again in
2007, and
WHEREAS, these conditions have been cause for seasonal closure of Lower Oak Bay Campground from
November through May due to safety considerations, and
WHEREAS, Chapter 47.48 R.C.W. authorizes closure of roads,
IT IS HEREBY RESOLVED that Portage Way be closed seasonally each year between November 1 st and
May 1 st at approximately milepost 0.23 Gust past the first parking area) to all vehicular traffic. Road closure shall
be made with appropriate barricades to prevent use by unauthorized vehicles and shall include appropriate signage
indicating dates of seasonal closure.
IT IS FURTHER RESOLVED that the surface of Portage Way beyond the above stated point of seasonal
closure will only be maintained as a gravel surface during such season when the roadway is open to vehicular
traffic.

Statement of Issue:
Seasonal closure of Portage Way, County Road 575609, is recommended beyond
approximately Milepost 0.23 (just past the first parking area serving Lower Oak Bay
Campground. Closure to run from November 1 to May 1 each year.
Analysis/Strategic Goals/Pro's & Con's:
Portage Way, County Road No. 575609, has been repeatedly inundated and damaged
by high winds and high tides resulting in total destruction of the road surface in 2006
and substantial damage again in 2007. Lower Oak Bay Campground is now closed
seasonally between November and May. This portion of the roadway is contained
entirely within the campground area. It is recommended that this roadway be closed
seasonally to vehicular traffic and that future maintenance be limited to that
necessary to provide a gravel access roadway when the campground is open. Non-
motorized use will be allowed beyond the road closure and the sand spit is open to
day use activities when storm conditions do not exist.
Fiscal Impact/Cost Benefit Analysis:
Savings to the Road Fund as cleanup and maintenance will only occur once in the
spring instead of after each storm.
