and Alternate Applicant Agent
Disaster No. 1734-DR-W A
RESOLUTION NO. 06-08
WHEREAS, the Robert T. Stafford Disaster Relief and Emergency Assistance Act, Public Law
93-288, as amended in 1999, is the authorization for federal assistance to supplement the efforts
of states to assist local government after a disaster is declared; and
WHEREAS, the Washington Military Department, State Emergency Management Public
Assistance Program requests that the affected entity appoint an official representative, and
alternate, to be the point of contact. This person must be authorized to make decisions on behalf
of the public entity.
NOW, THEREFORE BE IT RESOLVED by the Board of Commissioners of Jefferson County
that Frank Gifford, Public Works Director (Applicant Agent), and Monte Reinders, County
Engineer (Alternate Applicant Agent), are hereby authorized on behalf of Jefferson County, a
public agency established under laws of the State of Washington, to execute all contracts, certify
completion of projects, request payments, and prepare all required documentation for funding
requirements. The purpose of this designation is to be the authorized representative for obtaining
federal and/or emergency or disaster assistance funds.

Designation of Applicant Agent, FEMA Disaster No. 1734-DR-WA
Statement of Issue: The Board is asked to approve a Resolution to designate Frank
Gifford, Public Works Director, as the Applicant Agent, and Monte Reinders, County
Engineer, as the Alternate Applicant Agent in the matter of obtaining disaster
assistance funds for FEMA Disaster No. 1734-DR-WA.
Analysis/Strategic Goals/Pro's & Con's: Resolution is requi'red in order to designate
the Applicant Agent and Alternate Applicant Agent pursuant to obtaining disaster
assistance funds. This project supports Strategic Goals 1, 3, and 9.
Fiscal Impact/Cost Benefit Analysis: The County is eligible for FEMA disaster
assistance funds to help pay for emergency cleanup and repair projects associated
with the December 2007 Severe Storm and Flooding Declaration. Recovery costs will
be reimbursed by FEMA at 75%, and by the State of Washington at 12.5% upon
legislative approval. The County will be responsible for the remaining 12.5% of costs.
Recommendation: The Board is requested to sign the Resolution, and return it to
Public Works.
