HomeMy WebLinkAbout007 08 c~ '. 5h, 'e I\,~, r;:- - ;;:jtY1 I ' ~l0 j /d-3/0?{ 'j{ eo,--S ST ATE OF WASHINGTON County of Jefferson In the Matter of Declaration of Emergency } } RESOLUTION NO. 07-08 WHEREAS, The County Director of Emergency Management reported that on January 4, 2008 ongoing heavy precipitation since the declared storm event of December 3,2007 in Jefferson County resulted in high runoff on local rivers and streams, and saturated soil conditions and, WHEREAS, The Jefferson County Department of Public Works reported that these conditions resulted in a landslide which damaged the Dowans Creek Road at approximately Milepost 1.2 and completely cut off access to county residents living beyond the slide and, WHEREAS, persons and property are, or may be, damaged unless further efforts are taken to reduce the threat to life and property; and, WHEREAS, there is an emergency which necessitates activation of the Jefferson County Comprehensive Emergency Management Plan, and may require utilization of emergency powers granted pursuant to RCW 38.52.180 in order to effectively respond to the emergency needs of the community; NOW, THEREFORE, BE IT RESOL VED, that the Board of Jefferson County Commissioners hereby declare that a state of emergency exists. The County Director of Emergency Management is hereby directed to activate those portions of the Jefferson County Comprehensive Emergency Management Plan as are reasonable and necessary to combat the effects of the emergency. The County Department of Public Works is authorized to enter into contracts and incur obligations necessary to combat this emergency to protect the health and safety of persons and property, and provide emergency assistance to victims of disaster. Phil Johnion, Chairman (Excused Pbsence) D~lli~er Jo11f -Austik"~ Consent Agenda JEFFERSON COUNTY BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST TO: Board of County Commissioners John Fischbach, County Administrator FROM: Bob Hamlin, Department of Emergency Management DATE: January 16. 2008 SUBJECT: Declaration of Emergency - Dowans Creek Road Damage STATEMENT OF ISSUE: Significant slide damage to Dowans Creek Road at MP 1.2 required emergency action to protect public safety. ANALYSIS/STRATEGIC GOALSIPRO'S and CON'S: A Declaration of Emergency pursuant to RCW 38.52.180 activates the emergency powers necessary to expedite work on the damaged road, and to restore interim access to the county residents beyond the slide area. Immediate repairs are under way. Alternative routes are being explored to assure safety from the slide which continues to grow. FISCAL IMP ACT/COST BENEFIT ANALYSIS: The cost of repair to the Downans Creek Road will not likely not include federal assistance (at this time it is not tied to the December 3 federal disaster declaration).
