MINUTES
Week of July 14,2008
Chairman Johnson called the meeting to order in the presence of Commissioner David
Sullivan. Commissioner John Austin had an excused absence.
PUBLIC COMMENT PERIOD: The following comments were made by citizens: two
people commented on the changes that they think will need to occur in the advisory board review process
regarding the creation of Chimacum Creek No Shooting Area (NSA) since the County Commissioners
directed that the boundaries of the proposed NSA be expanded; a property owner suggested that the County
do DNA testing of the water in creeks and streams that run through farmland to determine what species is
causing the pollution; a citizen noted that he thinks that there will be a lot less real estate speculation in Port
Townsend and Jefferson County because of the recession; two people commented on the importance of
having an open public process with more citizen involvement and dialog with the Board; and a Quilcene
resident stated that the Parks and Recreation Department does a good job and attracts great volunteers who
help on projects and he invited the Board to attend the Quilcene Fair on September 20.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Sullivan
moved to approve the Consent Agenda as presented. Chairman Johnson seconded the motion which carried.

APPROVAL OF MINUTES: Commissioner Sullivan moved to approve the minutes of the
July 7,2008 meeting. Chairman Johnson seconded the motion which carried.

COMMISSIONERS BRIEFING SESSION: The following items were discussed.
Commissioner Sullivan pointed out that the Board approved $500,000 from the Public Infrastructure
Fund for Port Townsend's Upper Sims Way Project. He reported that several businesses have
indicated that they want to locate in that area. It will be a good time to get the project done while the
ferry service is disrupted.
Commissioner Sullivan commented that Transit needs to consider adding more routes in the County
because more residents are showing an interest in riding the bus due to the high price of gasoline.
The Transit Board will have to lobby for federal funding because raising the fares will not provide
enough revenue to support the additional service.
Chairman Johnson and Commissioner Sullivan discussed their understanding of the original purpose
of the Public Comment Period and how the current process has evolved.

Dan Youra Presentation re: Tourism Promotion: Dan Y oura, President of the Olympic
Peninsula Travel Association (OPTA) reviewed statistics from a study of traffic over the Hood Canal
Bridge from 1967 to present. To determine the number of cars that are visitor-related, they took the slow
tourist month of January and used that number as a base for people who commute to work over the bridge.
An average of 16,000 cars per day per year travel over the bridge.
John Snyder, Executive Director, reviewed the history of the Olympic Peninsula Travel Association which
has been promoting tourism on the Olympic Peninsula for 75 years. Thirty seven businesses started the
organization around the time the region was designated as a national heritage site.
The Olympic Games are scheduled in Vancouver, British Columbia in 2010. There is a federal law that
prohibits the use of the word "Olympic" to promote an area ifthat word is not attached to a specific
geography. This is creating a hardship for several business owners on the Olympic Peninsula. This also
puts limits on tourism promotion by not allowing businesses on the Olympic Peninsula to take advantage of
the Olympic Games connection.
OPT A has developed two tourism marketing promotions.
· OlyFEST '08 goes through the end of this year and promotes all the 2008 festivals on the Olympic
Peninsula.
· OlyCampaign is a 5-year tourism marketing promotion from 2008 to 2012 for the entire Olympic
Peninsula They plan to use multi media marketing including the internet, cell phones, DVDs, an
interactive guide, videos, print and news rooms to promote Oly.

OPT!\. is requesting that Jefferson County financially support a portion of these promotions to attract tourists
to the County. Commissioner Sullivan advised them that they will need to present the information to the
Lodging Tax Advisory Committee and the Tourism Coordinating Council because they make a
recommendation to the Board on the budget.
COUNTY ADMINISTRATOR BRIEFING: Chairman Johnson and Commissioner Sullivan
agreed to cancel the County Administrator's Briefing because the topics to be discussed can wait until
Commissioner Austin returns.
NOTICE OF ADJOURNMENT: Commissioner Sullivan moved to adjourn the meeting at
11 :00 a.m. Chairman Johnson seconded the motion which carried by a unanimous vote.
