I. Call to Order, Roll Call, Determination of Quorum
Chair Joanne Pontrello called the meeting to order at 4:06 PM. Roll call was performed, with
two Committee members absent and one joining by phone. With 11 current CFFCOC members,
a quorum of 6 is required. There are 8 members present.
II. Public Comments

III. Summary of previous meeting
The draft summary of the April 23, 2024 CFFCOC meeting was approved by consensus.

V. Sub-Committee Reports
StoryMap Sub-Committee: Tressa reported that a draft StoryMap site has been created (not yet
published) but still needs some caption revisions and additional wildlife photographs.
Materials Sub-Committee: The Sub-Committee’s suggestions for revisions to program materials
for 2026 (to be implemented fall of 2025) were introduced. The purpose of these revisions
would be to align the application and scoring materials more closely to the goals and criteria set
out in the Jefferson County Code and to equalize scoring across various project land types (i.e.
wildlife lands, agricultural lands, forest lands). The CFF Program goals and criteria (JCC 3.08)
were reviewed and discussed. The sub-committee asked for input from the group on
“uniqueness” of the different land types and potential “regional and community” benefits.

“What makes this wildlife/agricultural/forest land unique?” “What specific benefits will the
project provide?”
VI. New Business
Sarah Spaeth of Jefferson Land Trust (JLT) described the cancellation of a previously funded CFF
project, “North Barry Snow Creek (2023).”
She then reviewed a proposed scope-change to the Lower Chimacum Creek Mainstem project
(as funded in 2023). JLT has been unable to secure one of the parcels outlined in their original
application. JLT (as the project sponsor) are proposing to replace protection of this parcel with a
nearby parcel. Additional funds are not being requested. A site visit of the new parcel will be
required, as well as a public hearing on its approval. JLT will deliver a redlined, updated version
of the application.
The Materials Sub-Committee reported on suggested changes to the application for the next
funding cycle (2025). The redlined application was displayed as each suggested change was
reviewed. There was significant discussion around non-scored question #10 (Project
Description), and how to best craft the question to encourage the applicant to provide goals
and objectives for the protection of the land, rather than funding goals. Scored question #2 was
also heavily discussed, regarding how to best encourage applicants to consider and describe
potential long-term threats to the project lands and how to mitigate/reduce/prevent their
effects. A newly suggested question was discussed, regarding water rights and the future use of
water on the land/reliance on water to protect conservation values. Due to time constraints,
discussion of the remaining suggested changes was tabled until the next meeting.
Any additional comments/changes to the 2025 materials from the full CFFCOC should be sent
to Tressa for incorporation and delivery to the Materials Sub-Committee.
VII. Next meeting date
The next CFFCOC meeting will be a site-visit for the new Lower Chimacum Creek Mainstem
project parcel (date TBD). This will be followed by an in-person meeting to finalize discussions
on that project as well as the 2025 Materials changes.
