Connection stages are generally by highest water user first. Need flow at the plant. Best way to prioritize use of available grant money.

13.01 – General Provisions
Creation of the Port Hadlock Urban Growth Area (UGA) sewer utility
Purpose
Provide for the planning, design, construction, use, maintenance, repair, improvement, extension, replacement, and inspection of the PHUGA sewer system;
Establish programs and regulations to provide for the appropriate use of the PHUGA sewer system;
Provide for the enforcement of the provisions of this PHUGA sewer utility code;
Provide for the adoption of engineering standards, county manuals, and technical specifications;
Provide for and promote the health, safety, and welfare of the general public;
Establish charges for constructing, operating, and maintaining the PHUGA sewer system; and,
Provide for appeals of certain decisions of the director of the department of public works.

Sewer Finances – Overview – Fees Are Necessary for Operation
Construction of the Sewer Is Paid. The county has the money to pay for construction of the sewer.
Operation of the sewer Is Not Paid.
Funds for operation should come from fees charged.
If there are not enough fees collected, the general fund will be impacted.
Reasonable rates for fees must generate sufficient revenue operate the sewer.

Sewer Finances – Overview - Flow
Flow is the key to operation and paying for operation of the sewer.
Sufficient flow is necessary to for the sewer to operate.
Fees generation comes from flow to the sewer.
Maximizing flow is a major goal to not only as necessary for operation but to generate fees to eliminate or at least minimize payments from the general fund.
The draft sewer ordinance uses incentives to drive people to hook up to increase flow.
