The county has the money to pay for construction of the sewer. Operation of the sewer Is Not Paid. Funds for operation should come from fees charged. If there are not enough fees collected, the general fund will be impacted. Reasonable rates for fees must generate sufficient revenue operate the sewer. Chapter 13.05 18 Sewer Finances – Overview - Flow Flow is the key to operation and paying for operation of the sewer. Sufficient flow is necessary to for the sewer to operate. Fees generation comes from flow to the sewer. Maximizing flow is a major goal to not only as necessary for operation but to generate fees to eliminate or at least minimize payments from the general fund. The draft sewer ordinance uses incentives to drive people to hook up to increase flow.
