The County agrees with Ms. Showalter's motion and has approved as to form her proposed order (attached). There is a pdf version and a Word version. Since the only relief requested is against the county. I do not believe Mr. Sheppard's approval of the dismissal or the order is necessary, especially since it was BO N's request for withdrawal of the MONS that results in the dismissal of this appeal.
I suggest that you forward Ms. Showalter's email along with this one and request a decision on entry of the propose order. The appeal had been timely filed, but had not been set for a hearing. As the motion acknowledges, since the MONS has been withdrawn by the county, there no longer is any reason to appeal.
The county agrees that the appeal fee should be returned.
I am sure that if Mr. Sheppard objects, he will say so.
