REGULAR MEETING MINUTES
MEMBERS: Mark McCauley, County Administrator/Risk Manager
Sarah Melancon,Human Resources Director/Risk Coordinator

LEGAL COUNSEL: Melissa Pleimann, Civil Deputy Prosecuting Attorney
SECRETARY: Adiel McKnight,Deputy Clerk of the Board/Claims Coordinator
CALL TO ORDER: Risk Management Committee (RMC)members participated in the meeting. Chair
Melancon called the meeting to order at the appointed time. In attendance were Members McCauley, and
Martine. Also in attendance: Legal Counsel Pleimann and Spesser.
PUBLIC COMMENT PERIOD: Chair Melancon called for public comments, and no comments were
received.
APPROVAL OF MINUTES: Member McCauley moved to approve the Regular Meeting Minutes of
August 6, 2024, as presented. Member Martine seconded the motion. The motion carried.
NEW BUSINESS re: CLAIM(s):
• Claim C-06-24; Raju Dahlstrom; Violation of Constitutional Rights and Emotional Harm; In
the Amount of$2,000,000. There was no discussion on this claim. Member McCauley moved to move
Claim C-06-24 to executive session as posed by Chair Melancon. Chair Melancon seconded the motion. The
motion carried.
• Claim C-07-24; Rebecca Doolittle; Invasion of Privacy, Unlawful Seizure, False Arrest,False
Imprisonment,Battery,Reckless/Negligent Infliction of Emotional Distress,Violation of
Constitutional Rights; In the Amount of$147,500. There was no discussion. Member McCauley moved
to move Claim C-07-24 to executive session. Chair Melancon seconded the motion. The motion carried.
EXECUTIVE SESSION: An Executive Session was scheduled from 10:35 a.m. to 10:45 a.m. Chair
Melancon announced that the Executive Session will be held from 10:36 a.m. to 10:46 a.m. regarding
Potential Litigation under exemption RCW 42.30.110(1)(i) as outlined in the Open Public Meetings Act.
Staff present: Risk Manager, Civil Deputy Prosecuting Attorney, Public Health Director, Risk Coordinator,

and Claims Coordinator. Chair Melancon concluded the Executive Session and resumed the regular meeting
at 10:46 a.m. There was no proposed action, and therefore no public comment.
EXECUTIVE SESSION: An Executive Session was scheduled from 10:45 a.m. to 11:00 a.m. Chair
Melancon announced that the Executive Session will be held from 10:48 a.m. to 11:03 a.m. regarding
Actual Litigation under exemption RCW 42.30.110(1)(i) as outlined in the Open Public Meetings Act. Staff
present: Risk Manager, Civil Deputy Prosecuting Attorney, Public Health Director, Risk Coordinator, and
Claims Coordinator. Chair Melancon concluded the Executive Session and resumed the regular meeting at
11:03 a.m. There was no proposed action, and therefore no public comment.
Chair Melancon noted that Claim C-06-24; Raju Dahlstrom statute of limitations has lapsed. Member
McCauley moved to deny Claim C-06-24 for Raju Dahlstrom as Statue of limitations has lapsed. Member
Martine seconded the motion. Chair Melancon opened the floor for public comments, and no comments
were received. The motion carried.
OLD BUSINESS: DISCUSSION: Not discussed.
FUTURE AGENDA ITEMS: Not discussed.
CLOSING COMMENTS: Member McCauley welcomes Civil Deputy Prosecutor, Ariel Spesser and
wished a Happy Halloween.
NOTICE OF ADJOURNMENT: Chair Melancon adjourned the meeting at 11:04 a.m. until the next
regular meeting or special meeting as properly noticed.
