Agenda Item - DISCUSSION re: Payment process options for funded applicants • Applicant will submit reimbursement request once fully executed • Requirement to refund the County, if not fully spent Comments - > • Applicant will submit reimbursement request once fully executed While this makes sense for festivals and short-term special events, there are several year-long efforts, and/or annual campaign proposals before LTAC that don't conveniently fit into possible interpretations of the term 'fully executed' i.e. annual contracts for monthly utility payments at a VIC should be reimbursed based upon monthly vendor invoices. Or proposed budget for multi-month digital advertising over the course of a campaign should be authorized for reimbursement based upon monthly platform advertising receipts. To define "fully executed" as the end of the year for annual, or end of the festival or event for campaigns which may be marketed over many months leading up to the activity, should be reasonably reimbursed in a period less than "fully executed" Maybe a better phrase is that the Applicant awarded tourism funds will only be reimbursed based upon the presentation of receipts for delivered services. > • Requirement to refund the County, if not fully spent If the above applies, then it appears that Jefferson Co. is getting out of the past practice of paying organizations a quarterly apportionment for tourism-related services, e.g. Jefferson Co. Historical Society's past operations of the Gateway VIC. If correct, then this obligation to refund is moot as the County will not be extending tourism funds, only reimbursing - within allocated funding amounts - based on the presentation of receipts for delivered services.
