RESOLUTION NO. 22-08
IT IS HEREBY RESOLVED that the Chimacum Valley Trail Project, from H.J. Carroll Park
to Old Hadlock Road at Chimacum Road, be improved as follows:
Design, acquisition ofright of way, and construction of a 10 foot wide multiuse trail with 2 foot wide
shoulders on a new alignment. Trail requires two bridges, over Chimacum Creek and the East Fork of
Chimacum Creek. The proposed trail is part of a non-motorized transpiration network that avoids roads
and connects recreational areas.
IT IS FURTHER RESOLVED that an appropriation from the officially adopted road fund budget and
based on the County Engineer's estimate is hereby made in the amounts and for the purpose shown:

Project Location and Setting
The Bob Bates Recreational Fields are located next to the Sheriffs facility on Chimacum Road, about one-mile from down-
town Port Hadlock. This initial segment of the Chimacum Trial will extend from the recreational fields westward to HJ Car-
roll Park, crossing Chimacum Creek along the way.
Project Scope
Engineering, right-of-way acquisition and construction of a multipurpose trail connecting Chimacum Road near the Bob
Bates Recreational Fields to HJ Carroll Park.
Project Impetus
Both HJ Carroll Park and the Bob Bates Recreational Fields are well-used facilities in our county. People wanting to travel
between them and to points beyond, such as to schools and downtown Port Hadlock, are forced to use the roadways on
Chimacum Road and SR19. A relatively direct path for bicyclists and pedestrians connecting these amenities would en-
able non-motorized travel that avoids the roadways. The overall goal of the project is to construct an attractive, universally
supported, well-used and fully-functional, multi-use trail that is part of a non-motorized network that connects downtown
Port Hadlock with the Tri-Area Community Center, the Grange and Chimacum schools on SR 19 through HJ Carroll Park.
Status
The project is in the planning phase. Once preliminary feasibility analysis has been completed on potential trail routes,
public outreach and design will begin.

Statement of Issue:
The Resolution creating County project #18017570, Chimacum Valley Trail.
Analysis/Strate~ic Goals/Pro's 8: Con's:
This project is item number 5 on the 2008-2013 amended Six Year Transportation
Improvement program and on the 2008 Annual Construction program. The purpose of
this project is to create a new multi-use, non-motorized trail from H.J. Carroll Park to
Old Hadlock Road. This trail is a key part of the non-motorized transportation
network planned for the Tri-area. This project supports Strategic Goals #1 and #8.
Fiscal Impact/Cost Benefit Analysis:
The estimated total cost for this project is $508,000. An appropriation of $439,420
will be from Federal Highway Administration Surface Transportation Program Regional
Allocation (FHwA STP(R) Grant). The balance of $68,580 will be funded by the County
Road Fund.
Recom mendation:
The department recommends adoption by the Board, creating this project. The Board
is asked to sign the three original Resolutions and return two to Public Works (attn:
Gordon Ramstrom).
