Resolution No, 27-08
WHEREAS, Rick Tollefson, a member of our community who served as a volunteer for
many years, particularly in the areas of parks and recreation, has recently passed away;
WHEREAS, Jefferson County is in the planning phase for a project that would connect H.J.
Carroll Park and the Bob Bates Recreational Fields with a non-motorized, multiuse path through the
Chimacum Valley, which is envisioned to later be connected through trails, bicycle lanes and
sidewalks to the Chimacum and Port Hadlock crossroads;
WHEREAS, this trail will include a bridge crossing over the Chimacum Creek near its
confluence with the Creek's East Fork, and the crossing area is planned to have benches to provide
a peaceful respite for trail users;
WHEREAS, the scale, location, and design will be fitting as a lasting memorial to Rick
Tollefson and a tribute to his spirit and accomplishments as a community member;
WHEREAS, working for the community in a purely volunteer capacity, Rick Tollefson:
. Helped to establish an informal community-based parks and recreation advisory committee
in the early 1980s, which lead to the establishment of an official parks and recreation
advisory board in 1989;
. Served continuously on this board until his passing, much of it as chair;
. Provided an instrumental contribution to the effort to establish the Larry Scott Memorial
Trail;
. Provided an instrumental contribution to the acquisition and development of Gibbs Lake
Park, Trails, and Challenge Course;
. Provided a contribution to the acquisition and development of Beausite Lake Park and the
partnership with the Kiwanis to develop and operate the Park;
. Provided a contribution to the acquisition and development Irondale Beach Park;
. Provided a contribution to the acquisition and development ofH.J, Carroll Park;
. Is remembered as a strong community-oriented leader who linked recreation programs with
the health and well-being of our youth through the 'prevention model';
. Was a member of the Jefferson County Community Network in the early 1990s, and used
his position on the JCCN to advocate for unification of resources to serve the health and
safety of our youth through the prevention model; and
. Worked to support the development and funding of the Chimacum School District facilities,
including the Chimacum Primary School.
WHEREAS, the Jefferson County Parks and Recreation Advisory Board on March 5th, 2008
unanimously approved a motion to establish as the name of the subject trail, "The Rick Tollefson
Memorial Trail";
RESOLUTION NO. 27-08
WHEREAS, the family of Rick Tollefson supports the effort to name the subject trail after
him, as evidenced in a letter to the Commissioners from Jude Anderson dated March 101\ 2008;
NOW THEREFORE BE IT RESOLVED that the Jefferson County Board of Commissioners
does hereby approve establishing as the name of the planned non-motorized, multiuse path through
the Chimacum Valley, "The Rick Tollefson Memorial Trail."
ADOPTED this ih day of April 2008.

Dear Jefferson County Board of Commissioners;
On March 5th at our regular meeting the Jefferson County Parks and Recreation Advisory Board heard a
proposal regarding a new trail in the Tri-Area. The trail would extend from H.J. Carroll Park to Port Hadlock.
Having careful considered the trail proposal and Richard (Rick) Tollefson's record of service to the entire East
Jefferson community, we recommend that this trail be named the Rick Tollefson Memorial Trail.

Dear Sirs;
I have been informed of the proposal to name a section of multiple purpose trail between R.J.
Carroll Park and Port Hadlock after my late husband, Rick Tollefson. The trail is a tribute to
Rick's spirit and his accomplishments as a community member, particularly as a long-time
member of the Board of Parks and Recreation. The scale, the location, and the design are fitting
and will make a lasting memorial to Rick as it grows.
As a family, we all support the effort to name the trail after Rick. Our recommendation is that the
official name be: The Rick Tollefson Memorial Trail.

Proposed Resolution for Trail Naming
Statement of Issue:
Public Works is in the process of designing a multiuse, non-motorized path through
the Chimacum Valley. Rick Tollefson, a longstanding member of the Tri-Area
community who volunteered his time over many years to parks and recreation
endeavors, recently passed away. Rick's family, the Parks and Recreation Advisory
Board, and the Department of Public Works recommend naming the new trail in
Chimacum, the "Rick Tollefson Memorial Trail."
Analysis / Strategic Goals / Pros & Cons:
Attached is a Resolution for the trail naming. The Resolution outlines the
contributions of Rick Tollefson over his long tenure on the Parks and Recreation
Advisory Board. The planned trail is on the County's current Six-Year Transportation
Improvement Program. A description of the trail and letters of support for the trail
naming are attached.
Fiscal Impact/Cost Benefit Analysis:
There is no fiscal impact associated with this trail naming. Signage is included in the
project cost estimate irrespective of trail naming.
Recommendation:
Adopt the proposed Resolution.
