Sullivan District No.3 Commissioner: John Austin Interim County Administrator: Dennis Richards Clerk of the Board: Lorna Delaney MINUTES Week of August 11,2008 Chairman Johnson called the meeting to order in the presence of Commissioner David Sullivan and Commissioner John Austin, PUBLIC COMMENT PERIOD: The following comments were made by citizens: an avid cyclist asked that the speed limit through Port Ludlow be reduced from 40 mph to 30 mph because it is a residential area and it would be safer for bicycles and small electric vehicles; two people stated that they think the Board should establish a citizen advisory committee to oversee and provide direction to the Department of Community Development to help improve the permitting process; a citizen stated that if the State Department of Natural Resources designates State Forest Board Lands as a Natural Area Preserve at Tarboo Bay it will take property offthe tax rolls and decrease the revenue that the fire district receives from logging; a citizen encouraged the County to review recent Court decisions regarding critical areas and shorelines master plan regulations; a citizen suggested that the County would save money if Environmental Health and the Sheriffs Office share the Sheriffs boat instead of having two boats; and a person stated that he supports the Board and their actions, APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Austin moved to approve the Consent Agenda. Commissioner Sullivan seconded the motion which carried by a unanimous vote, 1. AGREEMENT re: 2008 Regional Services; Public Health and Animal Services; City of Port Townsend 2. AGREEMENT re: Parent to Parent Developmental Disability Support Services; Jefferson County Public Health; ARC of Kit sap and Jefferson Counties 3. AGREEMENT reo Improvements to the Larry Scott Memorial Trail, Mile Post 4,6 to 5,0; Jefferson County Public Works; TL McConnell Construction, Inc. 4. AGREEMENT re: Asphalt Patching of Storm Damage on Thousand Trails Road, Shorewood Drive and Kelly Road in Brinnon; Jefferson County Public Works; MHB Excavating-Paving, LLC 5. Advisory Board Appointment; District No.3 Representative on the Marine Resources Committee; Four Year Term Expires August 11,2012; Mike Porter 6. Payment of Jefferson County Payroll Warrants Dated August 5, 2008 Totaling $798,882.95 and August 6, 2008 Totaling $2,103.35; and AlP Warrants Done by Payroll Dated August 5, 2008 Totaling $676,961.82 Cancellation of Hearing and Direction to Schedule a Workshop re: Proposed Ordinance Amending Ordinance No. 06-0726-93 Feesfor the Solid Waste Division; Implement a Feefor Yard Debris Disposal: Chairman Johnson noted that the notice for this hearing that the Board approved on August 4 was not published in The Leader, The Board was asked to approve a revised hearing notice. Commissioner Sullivan stated that rather than a hearing, he would like to see a workshop type setting where the public could contribute input about alternatives to charging a fee for yard debris disposal. Commissioner Austin, who represents the Board on the Solid Waste Advisory Committee, explained that Jefferson County is one of the few counties that doesn't charge a fee. The SW AC has discussed this issue in some detail, but has not held a public open house. Currently the County is subsidizing the disposal of yard debris. Chairman Johnson questioned the flat fee of$5.00 for up to 200 pounds and then $48.00 for any amount over 200 pounds. Commissioner Austin stated that he would like to have staff schedule a workshop with the Board, The other Commissioners agreed. COMMISSIONERS BRIEFING SESSION: The Board discussed their schedules for the week and Commissioner Austin mentioned a meeting he attended at the hospital about how agencies that will be providing essential services in the County are preparing for the 2-month Hood Canal Bridge closure. Al Vaughan and John Viada, Washington State Department of Natural Resources re: County Income Report and Presentation on Forest Funds: John Viada, State DNR, reviewed the County's income from timber sales on State Forest Board Lands. The County, which includes all the junior taxing districts, received about $465,000 through June of this year which was partially due to the decline in the timber market. He stated that the income for the remainder of the year will continue to be limited because one sale is still in potential litigation. He noted that there was a pole sale that didn't sell because the bidder didn't agree with the estimate. It is being reviewed and will probably be re-offered within the next few Page 2 Commissioners Meeting Minutes: Week of August 11,2008 months. More sales are scheduled in April and May, 2009 but the County probably won't see the revenue from the sales until the end of next year. David Roberts, Assistant Region Manager for Aquatic Lands, updated the Board on several projects including the creosote removal project which will resume at several locations within the next few weeks in the Port Townsend area, removal of the old mill at Discovery Bay; mooring buoy inspections at Mystery Bay to determine if the buoys are properly permitted; and proposed State Aquatic Reserves at Protection Island which will affect Jefferson and Clallam Counties and Smith and Minor Island in Island County. He also mentioned that there are dive organizations who are encouraging the State to create dive parks by sinking the old ferries. It would be a great economic and recreational opportunity if it is done properly and does not harm the environment. Some sites in Jefferson County have been suggested. At this point, they have just begun to look into it. COUNTY ADMINISTRATOR'S BRIEFING SESSION: The following items were discussed. . Update on Sportsmens Association request . Permit process update . 2007 ending budget statement . Review applications sent by Prothman Group . Review of statistics on employees eligible to retire NOTICE OF ADJOURNMENT: Commissioner Austin moved to adjourn the meeting at 4:37 p,m.
