IT IS HEREBY RESOLVED that East Ouilcene Road, County Road No. 327508, M.P. 0.42 to M.P. 0,58, be
improved as follows:
The road structure and surfacing will be rehabilitated, and the road will be simultaneously raised between milepost 0.42 and
milepost 0.58, in order to reduce flooding impacts from the Little Quilcene River. This road improvement work is being done in
conjunction with a stream restoration and sea dike removal project, managed by the Hood Canal Salmon Enhancement Group.
Jefferson County is participating by providing construction oversight, and by funding a portion ofthe road reconstruction.
IT IS FURTHER RESOLVED that an appropriation from the officially adopted road fund budget and based on the County
Engineer's estimate is hereby made in the amounts and for the purpose shown:

The construction is to be accomplished by County forces in accordance with R.C.W. 36.77.065 and W.A,C. 136.18.
Construction is not funded at this time.

Project Resolution for East Quilcene Road Reconstruction, M.P.
0.42 to M.P. 0.58, County Road No. 327508, CR1809
Statement of Issue: A project resolution is necessary to create county road project
number CR1809, East Quilcene Rd. reconstruction, which is included as Item No. 12 in
the officially adopted annual road program.
Analysis/Strategic Goals/Pro's & Con's: The Public Works Dept., in coordination with
the Hood Canal Salmon Group (HCSEG), will reconstruct a portion of East Quilcene Rd.
in order to reduce impacts from flooding of the Little Quilcene River, and rehabilitate
road structure and surfacing. The road improvement work is being done in
conjunction with a stream restoration and sea dike removal project, being managed
by the HCSEG. Jefferson County will contribute to this project by providing
construction oversight and by funding a portion of the road reconstruction.
This project satisfies strategic goals 1, 3 and 9.
Fiscal Impact/Cost Benefit Analysis: The Hood Canal Salmon Enhancement Group is
providing the majority of funding for this work. Asphalt paving of the new roadway
section, estimated at $60,000, and construction oversight by county staff, estimated
at $4,500 will be funded by Jefferson County.
Recommendation: The Board is requested to approve the project resolution, and
return a copy to Public Works for further processing.
