HomeMy WebLinkAbout031 08 ~ .,~ QC~ tw 7 ~(Qlot I reo.'Sj STATE OF WASHINGTON COUNTY OF JEFFERSON Resolution No. 31-08 In the Matter of Application for Funding Assistance to the Washington Wildlife & Recreation Program, Recreation and Conservation Office, for the Larry Scott Trail Final Phase Project A resolution authorizing application for funding assistance for a Washington Wildlife and Recreation Program (WWRP) project to the Recreation and Conservation Office (RCO) as provided in Chapter 79A.I5 RCW, Acquisition of Habitat Conservation & Outdoor Recreation Lands. WHEREAS, our organization has approved a comprehensive plan that includes this project area; and WHEREAS, under the provisions of WWRP, state funding assistance is requested to aid in financing the cost ofland acquisition and/or facility development; and WHEREAS, our organization considers it in the best public interest to complete the land acquisition and/or facility development project described in the application; NOW, THEREFORE, BE IT RESOLVED, that: 1. The Director of Public Works be authorized to make formal application to the Recreation and Conservation Office for funding assistance; 2. Any fund assistance received be used for implementation of the project referenced above; 3. Our organization hereby certifies that its share of project funding is committed and will be derived from Federal Transportation Enhancement funds and County funds; 4. We acknowledge that any property acquired or facility developed with financial aid from the Recreation and Conservation Funding Board (RCFB) must be placed in use for the funded purpose and be retained in such use in perpetuity unless otherwise provided and agreed to by our organization and RCFB; 5. This resolution becomes part of a formal application to the Recreation and Conservation Office; and 6. We provided appropriate opportunity for public comment on this application. LARRY SCOTT TRAIL FINAL PHASE PROJECT LOCATION MAP - Completed Trail - Proposed Project Route .w .r~ .~.. ~ (J I 2. o o o . o o o o .J Department of Public Works o Consent Agenda Page 1 of 2 Jefferson County Board of Commissioners Agenda Request From: Board of Commissioners Dennis Richards, Interim County Administrator Frank Gifford, Public Works Director ~ To: Agenda Date: May 5, 2008 Subject: Resolution Approving Application for Washington Wildlife and Recreation Program (WWRP) funding to the Recreation and Conservation Office (RCO) for the Larry Scott Trail Final Phase Project Statement of Issue: The Public Works Department is completing a grant application for the Recreation and Conservation Office's (RCO) Washington Wildlife and Recreation Program (WWRP). The WWRP Trails grant request estimated at $450,000 (total project cost $900,000) is for development and construction of 4.0 miles of the Larry Scott Trail. The Final Phase project heads south from the Cape George Trailhead along Sand Rd, then easterly, ending near the intersection of SR20 and S Discovery Rd. The match to the WWRP grant includes Federal Transportation Enhancement funds and local funds. Analysis/Strategic Goals/Pro's & Con's: The RCO grant program requires that the BOCC sign a specially worded resolution that authorizes Public Works to submit applications for funding. The signed resolution is a mandatory element of the grant application packet and must be completed before the application can be submitted. The resolution is compatible with the County's Strategic Goal of seeking non-local sources of revenue. The Trail project specifically responds to the strategic goal of providing for community facility and recreational needs, with a view to the long-term. Fiscal Impact/Cost Benefit Analysis: There is no fiscal impact at this time. Recom mendation: Approve, pass and sign the three attached resolutions.
