MINUTES
Week of August 25, 2008
Chairman Johnson called the meeting to order in the presence of Commissioner David Sullivan
and Commissioner John Austin.
PUBLIC COMMENT PERIOD: The following comments were made by citizens: several
citizens mentioned that the State needs to address water issues and clarify their water policy; a person commented
that he thinks the water quality and flow in Chimacum Creek needs to be improved in order to save the fish; a
Brinnon resident commented on several conditions of the Brinnon Master Planned Resort that need to be
addressed before a development agreement can be signed; a citizen explained his opinion on why the County
needs to store permanent documents in electronic form; a person commented that the County needs a contingency
plan in case the Port Townsend Paper Mill closes; a Quilcene resident suggested that the County, the State, and
the Tribes should put san-i-cans on the Quilcene River; a citizen suggested that the Courtesy Ford property that is
currently vacant would be a good central location for Jefferson Transit; a person expressed his frustration with
Code Enforcement Officers and the Court system; and a person said that in his opinion the Washington State
Association of Counties (WSAC) doesn't support open public government.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Sullivan moved
to approve the Consent Agenda as presented. Commissioner Austin seconded the motion which carried by a
unanimous vote.
1. RESOLUTION NO. 60-08 re: Naming a Private Road Sandstone Lane; Joab & Eden Eades, Zach Eades,
James and Marsha Eades, Lloyd & Regina Belvill, Petitioners
2. Payment of Jefferson County Vouchers/Warrants Dated August 18,2008 Totaling $449,113.48
3. Payment ofJefferson County Payroll Warrants Dated August 20,2008 Totaling $18,270.54 and
$97,065;91 and AlP Warrants Done by Payroll Dated August 18,2008 Totaling $105,741.80
APPROVAL OF MINUTES: Commissioner Austin moved to approve the minutes of August 18,
2008 as presented. Commissioner Sullivan seconded the motion which carried by a unanimous vote.
PROCLAMATION re: Jefferson County Employee Appreciation Week: Judi Morris, Chair of
the PERC Committee was present when Chairman Johnson read the proclamation designating the week of August
25 to 29, 2008 as Public Employee Recognition Week. Commissioner Sullivan moved to approve the
proclamation. Commissioner Austin seconded the motion which carried by a unanimous vote. Several activities
are planned for the week including an employee lottery, Bagel Day, a BBQ at H.J. Carroll Park, and Cookie day.

COMMISSIONERS BRIEFING SESSION: The following items were discussed.
Commissioner Sullivan reported that he attended a WRIA 20 meeting last week where the watershed plan
was approved by the Planning Unit. The plan will be forwarded to the Clallam County and Jefferson
County Commissioners for their review and approval.
The Board mentioned the need for the State Legislature to establish reasonable rainwater catchment rules.
Chairman Johnson said that he spent some time at the Quilcene Community Center with the "Blue Bill"
volunteers who are retired Boeing employees. They are adding an arbor around the facility.
Commissioner Austin reported that Mike Blair from Chimacum School has been appointed to the
Substance Abuse Advisory Board.
Commissioner Austin stated that he attended an Incident Management Team meeting at the Port
Townsend Emergency Operations Center last week. He reported on a table top exercise that dealt with
multi-jurisdictional responsibilities in a disaster. He noted that the Emergency Management Department
has attracted several well qualified, experienced volunteers who are very involved.
There will be an open house on the Highway 20 Corridor Work Plan this week in Port Hadlock.

NOTICE OF ADJOURNMENT: Commissioner Austin moved to adjourn the meeting at 3 :39
p.m. Commissioner Sullivan seconded the motion which carried.
