Sullivan District No.3 Commissioner: John Austin Interim County Administrator: Dennis Richards Clerk of the Board: Lorna Delaney MINUTES Week of September 2, 2008 Chairman Johnson called the meeting to order in the presence of Commissioner David Sullivan and Commissioner John Austin. PUBLIC COMMENT PERIOD: The following comments were made by citizens: Security Services Northwest had twenty-five members oftheir Maritime Security Team on standby to be shipped to Louisiana depending on the damage from Hurricane Gustav; a citizen stated that it is his opinion that it is greener and faster for people to access public records electronically because they don't have to drive into the Courthouse; a representative of Fred Hill Materials reported that their Board of Directors has directed that a law suit be filed against the County for breach of the Environmental Impact Statement Contract on the Pit to Pier Project; and a citizen commented that public records requests could be sent bye-mail if they were stored electronically. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Austin moved to approve the Consent Agenda as presented. Commissioner Sullivan seconded the motion which carried by a unanimous vote. 1. Advisory Board Resignation; Housing Authority of Jefferson County; Stephen Paysse 2. Payment of Jefferson County Vouchers/Warrants Dated August 25, 2008 Totaling $455,369.29 COMMISSIONERS BRIEFING SESSION: The following items were discussed. · Commissioner Sullivan attended several meetings last week to discuss options for financing for the Irondale/Port Hadlock Area Sewer System and a strategy for lobbying the State Legislators for funding. · Commissioner Sullivan will attend the Olympic Area Agency on Aging (03A) meeting this week where they will be discussing the Area Aging Plan. He thinks that the Legislature will be focusing more on aging readiness this year, especially regarding building and housing codes. · Commissioner Austin reported that Representative Kessler has spoken with David Moseley of the State Ferries in favor of the suggested mitigation for the Hood Canal Bridge closure to have one ferry run in the evening from Port Townsend to Edmonds for commercial trucks. · Commissioner Austin will attend a meeting with the State to discuss the proposed large onsite septic system (LOSS) project at Dosewallips State Park that would include a portion of Brinnon. He has some concerns that the State may be looking at other options because of the cost. · The Puget Sound Partnership Action Group has listed the clean up of Discovery Bay as a high priority. Page 1 Commissioners Meeting Minutes: Week of September 2, 2008 . The Jefferson County Drug Court graduation ceremony is scheduled this week at the Courthouse. Chairman Johnson talked with representatives of the Puget Sound Partnership about the Paradise Bay large onsite septic system (LOSS) project. The Department of Natural Resources owns the property where the drainfield will be located and it is currently being held up due to a landswap process. Chairman Johnson will be interviewing candidates for the Executive Director of the Hood Canal Coordinating Council this week. . . APPROVAL OF MINUTES: Commissioner Austin moved to approve the minutes of August 25,2008 as presented. Commissioner Sullivan seconded the motion which carried by a unanimous vote. WORKSHOP re: Proposed Ordinance Amending Ordinance No. 06-0726-93 Fees for the Solid Waste Division; Implement a Fee for Yard Debris Disposal and Possible Amendment to Interlocal Agreement with City of Port Townsend: Al Cairns, Solid Waste Manager, briefed the Board on a proposed ordinance to amend the current solid waste fee ordinance to implement a fee for yard debris disposal. The interlocal agreement with the City of Port Townsend would also need to be amended. Currently the tipping fee for solid waste subsidizes the yard debris disposal operation at the Jefferson County landfill. Jefferson County is one of the few jurisdictions that doesn't have a fee in place at this time. The proposed fee schedule is a $5.00 fee for loads of200 pounds or less and a per ton fee of $48.00 Al Cairns stated that another concern is that the yard debris facility is over capacity and the State Department of Ecology is working with the County about this problem. A new pad may have to be built in a different location to bring the facility up to the State standards for stormwater control and it is not economically feasible. A fee may help to decrease the volume of yard debris coming into the facility. Commissioner Austin, a member of the Solid Waste Advisory Committee, reported that they did a thorough review ofthe fees that other jurisdictions charge for yard debris disposal and they recommend that the Board schedule a public hearing. Commissioner Sullivan noted his concern about unintended consequences such as illegal dumping or burning of yard debris. Al Cairns replied that several jurisdictions were polled and they said that they didn't see an increase in burning and illegal dumping after they imposed a fee. Al Cairns noted that 5% percent of the revenue from the fees collected would be used for public education. He has also submitted a grant application to the State Department of Ecology for $100,000 to fund education and outreach. Commissioner Austin moved to direct staff to schedule a public hearing on the amendment to the Solid Waste Ordinance. Commissioner Sullivan seconded the motion which carried by a unanimous vote. Page 2 Commissioners Meeting Minutes: Week of September 2,2008 PROCLAMATION re: Proclaiming September 2008 as National Alcohol and Drug Addiction Recovery Month: Representatives from the Substance Abuse Advisory Board were present when Chairman Johnson read the proclamation designating the month of September as National Alcohol and Drug Addiction Recovery Month. Commissioner Austin moved to approve the proclamation.
