MINUTES
Week of September 8, 2008
Chairman Johnson called the meeting to order in the presence of Commissioner David
Sullivan and Commissioner John Austin.
PUBLIC COMMENT PERIOD: The following comments were made by citizens: a citizen
stated that he is concerned about the campaign that Puget Sound Energy (PSE) is running to influence
residents to vote against Proposition #1 in the General Election which would give the Jefferson County PUD
the authority to get into the electrical utility business; a citizen who is in favor of storing the County's
permanent records electronically said that he doesn't think all the County offices would have to convert at
the same time because separate departments in several other counties have received Local Records Grants
from the Office of the Secretary of State; a person noted that he doesn't think the Board will officially
approve the Brinnon Master Planned Resort (MPR) until they sign off on the development agreement; a
person stated his views that the Port of Port Townsend is the only governmental entity in the County that has
the authority to carry out economic development projects; a citizen mentioned the need for people to
remember the events of9/11/2001 on the anniversary; and a citizen stated that he thinks the Board is doing a
good job for the County.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Sullivan
moved to approve the Consent Agenda as presented. Commissioner Austin seconded the motion which
carried by a unanimous vote.

COMMISSIONERS BRIEFING SESSION: The following items were discussed.
Commissioner Austin reported on a meeting about the Dosewallips State Park large onsite septic
system (LOSS) last week where the State indicated that they are committed to the original plan for
the system. This plan could eventually allow several businesses, essential public facilities, and
residents in the Brinnon rural village center to hook up to the system which would be operated by the
PUD.
Chairman Johnson interviewed several candidates for the Executive Director position of the Hood
Canal Coordinating Council last week. The HCCC has suggested that the interviewers, who
represent each member entity, make the final decision. Commissioner Sullivan and Commissioner
Austin stated that they feel this is appropriate.
Five County Administrator candidates are scheduled to be interviewed by the Board, the Elected
Officials and some Department Heads at a Special Meeting this week.
Commissioner Sullivan reported on the activities at the event for the proposed Equestrian Park.
The Commissioners reviewed their schedules for the week.

Special Meeting on August 29,2008 as presented. Commissioner Sullivan seconded the motion which
carried by a unanimous vote.

Katherine Baril, WSU Extension Director re: WSU Team Jefferson Economic Update:
Katherine Baril updated the Board on the activities of Team Jefferson. Their job is to assist, facilitate, help
create business plans, assess markets, and link potential businesses and businesses that want to expand with
community resources. She said that it is about community culture and people have to think this is a great
community to do business in. WSU has always done assessments about what is critical in the County and
they have been doing economic status assessments for several years. Jefferson County doesn't have a
college, and therefore most 18 to 25 year olds leave the area. Team Jefferson's goal is to attract and keep
residents age 18 to 35 and grow the workforce and their skills.
Team Jefferson has limited their focus on recruitment because they feel there is too much competition.
Instead they have focused more on entrepreneurs because 90% of rural jobs are created by local
entrepreneurs, and Jefferson County has 3 times the number of entrepreneurs per capita than any other
county in the State. Katherine Baril described several new successful businesses that have started up with
the help of Team Jefferson. They have also visited many businesses in the County and identified good
paying jobs where workforce training, infrastructure, or coaching and mentoring is needed.
Team Jefferson supports and encourages cluster businesses which attract people to the area. Some clusters
are increasing with new businesses focusing on maritime trades, cheese and wine making, garlic and
shellfish growing. Green businesses also look very promising and the quality of life in Jefferson County is a
major attraction. A thriving arts and crafts community is also a plus to build on.

at the Glen Cove Industrial Park, and be more collaborative with the City of Port Townsend and the Port of
Port Townsend.
