September 17, 2024 NPC MRC Draft Meeting Summary
The Tuesday, September 17, 2024 NPC MRC meeting took place at the Peninsula College in Forks, WA and by
Zoom connection from 4:02 PM to 5:54 PM ([00:02:25] to [01:55:13]).
Appointed committee members present at the meeting were Chris Butler-Minor (Olympic Coast National Marine
Sanctuary, ex officio), Eileen Cooney (Citizen Representative, Jefferson County - Economic Groups), Wendy
Feltham (Citizen Representative, Jefferson County – Scientific Community), Rod Fleck (City of Forks), Jennifer
Hagen (Quileute Tribe Representative), John Hunter (Citizen Representative – Conservation / Environmental
Groups), Katie Krueger (Citizen Representative, Clallam County – Scientific Community), Rebecca Mahan (Clallam
County Representative), Ian Miller (Washington Sea Grant, ex officio), Tami Pokorny (NPC MRC Coordinator and
Jefferson County Representative), Jill Silver (Citizen Representative, Jefferson County –
Conservation/Environmental Groups). A quorum was present at the beginning of the meeting.
Maggie Bockart (Hoh Tribe), Rebekah Brooks (Rebekah Brooks Contracting), Sanpisa Sritrairat (Washington Sea
Grant), and Megan Tuttle (Washington Department of Fish and Wildlife [WDFW]) were also in attendance.
Introductions
Public Comments
There were no public comments.
Additions to and Approval of the Agenda
The agenda was approved by consensus as written.
Approval of the August 2024 NPC MRC Meeting Summary
A second draft of the August NPC MRC Summary was sent out with the formatting change of more paragraphs
that were made from existing content. The second draft of the August NPC MRC Summary was approved by
consensus.
Announcements
There were no announcements.
Old Business
Coast MRC Summit and Film Festival 2024 Planning
The Coast MRC Summit will be held from 10/16/24 – 10/19/24 in Forks and La Push. Tami Pokorny gave an
overview of the draft agenda. Wendy Feltham said she was impressed with the efforts. Maggie Bockart
volunteered to be a backup for Tami for Wednesday’s site visits. Rebecca Mahan offered to bring a canopy in
case of rain. Discussion followed on the suggested topics of coastal tourism and fish processing. Ian Miller
presented a draft of the Film Festival poster, which featured a photograph contributed by John Shaw. More

outreach/outreach-detail-pages/river-and-ocean-film-festival/. The poster was approved by the NPC MRC, with
one edit from Chris Butler-Minor to the OCNMS logo.
New Business
Futurewise Expenditure Request
Tami Pokorny announced that it has been customary to purchase sweatshirts for the participants in the Hoh
Watershed Camp in the past; this would be a no-cost change that would go under Equipment. Rod Fleck moved
to approve the purchase; John Hunter seconded. The motion was approved unanimously.
Consider Canceling October 15 Meeting
As the next regularly scheduled NPC MRC meeting would fall on the day before the Coast Summit, the group
discussed whether to cancel the meeting. Wendy Feltham moved to cancel the October 15 NPC MRC Meeting;
Jill Silver seconded. The motion was approved by consensus. Tami Pokorny noted that Peninsula College may
not be able to accommodate future NPC MRC meetings, so she plans to convene at the Olympic Natural
Resources Center library for the foreseeable future.
Updates
Coast MRC Update
Chris Waldbillig was not present for an update.
Washington Coastal Marine Advisory Council (WCMAC)
The last meeting was held on 9/11/24. Rod Fleck said that half of the meeting was business oriented. The
afternoon session focused on the Climate Commitment Act and included a presentation from the Governor’s
office and a brainstorming session on offshore wind energy. The Department of Ecology has received funding for
coastal projects that are job related. The next WCMAC meeting is scheduled for December. The agenda and
other WCMAC meeting materials can be found at the Ecology website: Department of Ecology - Committees,
Boards, and Workgroups (wa.gov).
Olympic Coast National Marine Sanctuary Advisory Council
The last meeting was held on 9/13/24 in Tahola. Chris Butler-Minor announced that John Hunter gave a
presentation on career and educational frameworks. There was also a presentation from the Quinault Indian
Nation, and one on eDNA in marine waters. The next meeting is scheduled for 11/8/24; the November meeting
and following meetings over the winter will be virtual.
West Coast Ocean Alliance
Jennifer Hagen gave an update. The data portal is moving forward to develop dashboard indicators in a context
that is accessible to most people. The last meeting included discussions on coastal economies, recreation, and
climate change. The upcoming West Coast Ocean Alliance Summit will be hosted by the Quinault Indian Nation
in January; Jennifer encourage NPC MRC members to attend.
Invasive European Green Crab
John Hunter announced a workshop that he will be hosting with the WDFW on 10/5/24 for educators on
invasive species; they will be focusing on European green crab. The workshop will be held online, with a possible
molt survey field component in the spring.
Marine Debris
Jennifer Hagen reported a lot of work on removals in Neah Bay, including a pier, floating dock pile, and derelict
vessels. Chris Butler-Minor added that fourteen derelict vessels were removed. Rebecca Mahan noted that the

Northwest Straits Commission helped pay for the cleanup of vessel that washed up on one of the beaches and
reminded the group of the Coast Cleanup on Saturday, 9/21/24.
Climate/Fossil Fuels Related (All)
There was nothing new to report.
Administrative Update
*Tami Pokorny said she would send out the Coast MRC Summit agenda.
Next Agenda (November 19, 2024): The next NPC MRC Meeting will be held on 11/19/24 at Peninsula College in
Forks with a virtual option.
Public Comments/General
Eileen Cooney said she was looking forward to meeting everyone in person at the upcoming Coast Summit.
