Peters, AICP, Director Phil Cecere, Building Official / Fire Marshal / Floodplain Administrator Greg Ballard, Development Code Administrator / Deputy Floodplain Administrator Excerpt from the Brinnon Subarea Plan, adopted in 2002 National Flood Insurance Program (NFIP) •Voluntary through Federal Emergency Management Agency (FEMA) •Enables access to federal resources •If Jefferson County were to leave (voluntarily or involuntarily) NFIP: •Ineligible for long-term flood disaster assistance. •Ineligible for federal assistance for repairs to structures caused by flood damage •No federal mortgage insurance or loans in identified flood hazard areas •Policies written by Federal Housing Administration (FHA) and Veterans Affairs •No resident able to purchase a new flood insurance policy through NFIP •Exiting federal flood insurance polices would not be renewed •No federal grants or loans for acquisition or construction of buildings in identified flood hazard areas under programs administered by Housing & Urban Development (HUD) and other federal agencies •Effect: home sales in Special Flood Hazard Areas difficult to complete Are the floodplain regulations changing? •Yes, but only for “housekeeping” as required by Ecology/FEMA to participate in NFIP, following 2023 Community Assistance Visit (CAV) •Adding Floodplain Development Permit instead of incorporating into building permit, others •Substance of county floodplain regulations not changing •Dosewallips River floodway mapped in 1982 •Requirement to build at least one foot above base flood elevation (BFE) since at least 2007 in Jefferson County •2018: one foot standard included in state-adopted building code •2019: FEMA included floodway in Flood Insurance Rate Map (FIRM) for Brinnon •Current county proposal does not change the one foot above BFE standard •September 2024: Federal government went to two feet above BFE for any project built or insured with federal funds 2012 International Residential Code (IRC) R322.2.1 Elevation requirements. 1.Buildings and structures in flood hazard areas not designated as Coastal A Zones shall have the lowest floors elevated to or above the design flood elevation. 2.Buildings and structures in flood hazard areas designated as Coastal A Zones shall have the lowest floors elevated to or above the base flood elevation plus 1 foot (305 mm),or to the design flood elevation, whichever is higher. 3.In areas of shallow flooding (AO Zones),buildings and structures shall have the lowest floor (including basement)elevated at least as high above the highest adjacent grade as the depth number specified in feet on the FIRM,or at least 2 feet (610 mm)if a depth number is not specified. 2015 International Residential Code (IRC) R322.2.1 Elevation requirements. 1.Buildings and structures in flood hazard areas,including flood hazard areas designated as Coastal A Zones,shall have the lowest floors elevated to or above the base flood elevation plus 1 foot (305 mm),or the design flood elevation,whichever is higher. 2.In areas of shallow flooding (AO Zones),buildings and structures shall have the lowest floor (including basement)elevated to a height above the highest adjacent grade of not less than the depth number specified in feet (mm)on the FIRM plus 1 foot (305 mm),or not less than 3 feet (915 mm)if a depth number is not specified. 2018 Washington State Residential Code R322.2.1 Elevation requirements. 1. (6)Plowing and other normal farm practices on legally existing agricultural areas; provided, that there are not new structures, filling, or ground clearing. Depending on the nature of the specific hoop-house (foundation type, rigid vs. non-rigid walls, etc.; seasonal vs. permanent) the permitting pathway may vary. Its reasonable to think that a small hoop-house with metal poles and plastic sheathing only used in the growing season is a simple flood permit with few conditions. MG 12, 13, 14 Agricultural Opportunities •Application for grant funding to continue to study Dosewallips River and associated land use options for Brinnon community •Partnership with DCD, Public Health, and Brinnon community •Only if the project were desired by the Brinnon community •Could enhance baseline information that would help fulfill information requirements of future development proposals •Floodplain Development Permit needed for construction within Special Flood Hazard Areas •Analyze options for flood and erosion protection •Process to request map revisions through FEMA
