RESOLUTION NO. 67 -0 8
IT IS HEREBY RESOLVED that Upper Hoh Road, County Road No. 9I4207 , MP 8.30, be improved as follows:
The culvert at milepost 8.30 will be replaced with a bridge, or three-sided box culvert. The existing culvert is in poor condition, and
also forms a fish passage barrier on Pole Creek, blocking 2 miles of upstream habitat. The project will serve as an improvement to
the county road system by replacing a deteriorating culvert, and will greatly improve fish habitat in Pole Creek. This project is
being managed by the Pacific Coast Salmon Coalition (PCSC). Ninety percent of the funding will be provided through non-county
funding sources.
IT IS FURTHER RESOLVED that an appropriation from the officially adopted road fund budget and based on the County
Engineer's estimate is hereby made in the amounts and for the purpose shown:

Construction: $ 55.000 (LOCAL) $ 475,000

The project is hereby made a part of the officially adopted annual road program in accordance with R.C.W. 36.8I.I30.
IT IS FURTHER RESOLVED that:

The construction is to be accomplished by County forces in accordance with R.C.W. 36.77.065 and W.A.C. 136. I8.
Construction is not funded at this time.

Resolution to Create a Road Project, Pole Creek Culvert

Statement of Issue: A resolution for the creation of the Pole Creek Culvert
Replacement project, Upper Hoh Road M.P. 8.30, Project No. CR1811 is attached for
signature.
Analysis/Strategic Goals/Pro's & Con's: The Pacific Coast Salmon Coalition (PCSC) is
applying for funding to replace a culvert across Upper Hoh Road at Pole Creek with a
concrete bridge, or three-sided, concrete box culvert. The existing culvert is in poor
condition, and forms a fish passage barrier to 2 miles of upstream habitat on Pole
Creek. This project will serve as an improvement to the county road system by
replacing a deteriorating culvert, and will greatly improve fish habitat in Pole Creek.
PCSC will design, manage, and construct the project. This project satisfies strategic
goals 1, 3, and 9.
Fiscal Impact/Cost Benefit Analysis: The County will provide funding to cover 10% of
total project costs, up to a maximum of $50,000, to be available only on a
reimbursable basis for construction costs, and not design work. In addition, the
County will provide staff time necessary for plan review and limited project
inspection, estimated at $10,000. PCSC will provide all other funding, estimated at
$535,000, through a combination of non-county sources.
Recommendation:
Please sign the attached two (2) originals of the Resolution, and return one to Public
Works.
