O'Meara in the absence of Chairman B.G.Brown, with Carroll Mercer, Member, also being present. John Chesterly, Port Ludlow, appeared re: (1) Shoreline. Management appli- cation for permit, Bait Herring Fishermen's Association He feels the fishermen should not be excluded from the petitioned areas; and.(2) Request for the county to correct a drainage problem at Port Ludlow. The Board will check with Eng. Becker on this problem. I - ?,6- pros:ffAttny. Howard advised the Board of the statutes (criteria and goals) that have to be considered in relat.ion' to the Bait Herring Fishermen's Assoc. application for a Shoreline Management Substantial Development Permit. After a critical point by point review of the statutes and the requirements for conformance with the county's Shoreline Master Program for both Port Ludlow and Squamish Harbor, It was moved by Commissioner O'Meara and seconded by Commissioner Mercer that: A. That portion of the application applicable to Port Ludlow Bay be denied because it is not consistant with the goals and policies of the. county's Shoreline Master Program; . B. That portion of the application applicable to Squamish Harbor be approved subject .to the following sixteen conditions: (1-16); C. Due to environmental assessments having been prepared for both sites establishing that it is not a major action having a significant affect upon the environment, and Enviro.nmental Impact Statement need not be prepared. Mrs. Joan Fultz presented a petition and two checks ($50 each) for a proposed road vacation at South Point. Because the Board suggested and approved property owners usage rather than vacation, Mrs. Fultz withdrew both the petition and checks. The Board stressed however, that no permanent structures are to be constructed on county prOJ?erty. The county road crew will spray the alders in that area as per petitioner's request. Petition for property tax refund was received from Port Angeles Savings and Loan for taxes paid twice. Board approved and signed petition for refund. As per request of the State Examiner, Harold Craig, the Board approved the establishment of a $50 Revolving Fund for the Clerk's office by motion of Commissioner O'Meara and second by Commissioner Mercer. Resolution will be drafted for execution. The remaining correspondence was reviewed with little or no comment as follows: Copy of letter from the District Sanitarian to the Planning Dept. re: Preliminary Plat of Woodland Acres. County trust land fee title land 1Dansmittal of funds from the Dept. of Natural Resources $1,132.13, interest earned on moneys held in Suspense Fund. Individual notices of liquor license applications for all licenses within the county and city, from the State Liquor Control Board.. Copy of letter from the Regional Manager, Dept. of Game, to the County Juvenile Authority. Copy of letter to the Washington Counties Insurance Fund from the Presi- dent of Hospital District No.2. Copy of letter to the Commissioners from the firm of Niemeier, Green & Roof, Attny's, dated July 9, 1971, relating to Mr. John Chesterley's drain- age problem on his property in the Plat of LUdlow Beach.
