Brown with member A.M. O'Meara present and member Carroll M. Mercer absent due to.a conflicting conunitment. Harold W. Forsyth, Quilcene, presented the BOard with a copy of a letter and petition to the Jefferson County Shoreline Advisory Conunission. The attached petition contained 68 signatures of local property owners protest- ing the proposed aquaculture. development at Fishermen's Harbor. Norris Short, Chimacum, appeared re: Land .Useand Taxation in the County. The Board explained that most of the tax laws are state mandated and the county must assess according to state rules. Dick Bradley, Director, Juvenile Probation Department, appeared before the Board and presented the ClallamlJefferson Counties Juvenile Probation Dept. Special Supervision Subsity Program, 1976. Moved by Conunissioner O'Meara and seconded by Chairman Brown to approve and sign Resolution No. 29-75A for Juvenile Court Probation Services. Resolution No. 29....75Aas follows:. A petition for Annexation into Fire Protection District No. 6, and resolution of acceptance from the Conunissioners of Fire District No. 6 was presented before the Board. Moved by Commissioner O'Meara and secondedby~hairman Brown to accept, and ordered the inclusion of Sec. 25, T.30. R.2W W.M., and Sec. 31, T.30, R.IW W.M. into the boundaries of Fire Protection Dist. No.6. The following resolutions were approved and executed by motion of Conunissioner O'Meara and second by Chairman Brown: (1) Resolution No. 30-75, establishing a Revolving Fund for the Clerk's Office; (2) Resolution No. 31-75, Bl;1dget Extension for the Planning Dept.; (3) Resolution NO. 32-75, providing for a Social Worker for Jeff. Gen. Hospital and the Lagoon Nursing Home; (4) Resolution NO. 33-75, Budget Extension for Current Expense (CETA Employees) ; (5) Resolution No. 33-75A,transfer of Revenue Sharing funds into the Cumulative Reserve Fund. Jeff Pederson appeared re: Water run-off. Mr. Pederson req~ests the co~nty install a culvert to take care of the water that drains off. his property. He stated this is not urgent, but would like it taken care of in the near future. The Board will have Eng.Becker check into the problem. Business from the Planning Dept: -Planning Director Cunningham presented a preliminary application fo.r a Grant to conduct a Jefferson County Marine Resources BaSeline Study. The project will be for a six month period of time, starting July 1st through Dec.31, 1975. High school students will be directly involved in the project. Cunningham introduced Anthony Roth, who submitted a resume' for the job of conducting the Baseline Study. After discussing the program, motion was made by Conunissioner O'Meara and seconded by Conunissioner Brown to approve and sign the Grant Application. x -Forest Practices Permit applications No. FP-02-00586, Crown Zellerbach Corp.; and No. FP-02-00598, Lester O. West - - Chairman Brown signed notices to the DNR that the county has no objection to the proposed projects. -Action Report: Short Subdivision No. S12-75, A. Puma (submitted for Conunissioner's files). Bailey re: Waterfront Classification. (Response was sent stating the Board would be pleased to mee~ and discuss the matter further. ) Letter of appreciation from Roy W. Gustafson for Thorndyke Road sur- facing. Copy of letter to John D. Swift & Assoc. Inc. from Pros. Attny. Howard re: Lazy "c" - Unfulfilled conditions of plat approval. Three notices from the State Liquor Board: (1) Application for the addition of Class C classification from Charles Gramann Bostwick et ux d/b/a Discovery Bay Tavern; (2) License transfer from Robert Gordon Comstock to Graham Alexander McNeeley, d/b/a Village Store; (3) Disapproval of appli- cation for Classes EF license for American Campgrounds, Inc. Copy of letter to Glenn Abraham, Attny. from Pros. Attny. Howard re: Deputy Prosecuting Attorney position. Three county trust land transmittals of funds from the Dept. of Natural Resources re: (1) $1,591.58 from Haldane Johnson; (2) $1,350.00 from Haldane Johnson; and (3) $75.00 from Quilcene School Dist. #48. Letter from the Office of Community Development re: CETA. Letter from Chelan County Regiaml Planning Council re: Evaluation County/City Planning (referred to the Planning Dept.). Letter and information from the Bureau of Mental Health re: Revised and Adopted Evaluations and Treatment Facilities, Rules & Regulations.
