July 21, 1975
10:OOa.m. Meeting called to order by Chairman B.G. Brown with all members
present.
Bid Opening: For all labor, materials and construction of 800 tons of Class
F asphalt concrete pavement and other iteme.of work - HOh/Bogachiel River area.
Spec Holder: Bid Total:
(1) Interstate Asphalt CO, Abredeen $21,627~50
Eng's Estimate $22,437.50
Eng. Becker checked the bid for possible errors and advised that it
was correct as presented. Moved by Commiss.ioner O'Meara and seconded by
Commissioner Mercer to award bid to Interstate Asphalt Co. for a total of
$21,627.50. Unanimous
BUSINESS FROM THE PLANNING DEPT:
Preliminary Plat of Woodland Acres; approximately 65 lots, Irondale.
Sam Swanson, Developer, appeared. Pros. Attny. Howard submitted a letter of
recommendation and a list of four possible alternatives regarding "appropriate
provisions" for water supply. Randall Durant, Dist. Sanitarian, asked to be
put on record that their requirement "that water be assured prior to final
plat approval" has been in effect since 1970 -this is not anew law. The
Plan. Comm. recommends preliminary approval subject to the following conditions:
A. (5 conditions); B. That 12 month pre-approval period be extended. to 36
months; and C. Based upon the environmental assessment worksheet and site
evaluation, that the action be found not to be a major action having signi-
ficant affect upon the environment and therefore, no environmental impact
statement need be.prepared.
After considerable discussion it was moved by Commissioner O'Meara and
seconded by Commissioner Mercer to grant preliminary approval under Pros.
Attny. Howard's alternative no. 2 ... "the county could permit filing of a
final plat, provided that prior to actual lot sales, the tap. charge for each
lot must be paid prio+ to closing of the sale"; that receipt of wate+ tap
purchase must be submitted prior to sale and recording of lots; subject to
the aforementioned conditions of the Plan. Commission; and that ridElS-be
prepared. Unanimous
Forest Practices Permits No. FP-02-00655, Cascade Pole Co; and
FP-02--01106, Phillip Boling. Both permits approved by the Board and signed
by Chairman Brown. (No shoreline jurisdiction)
Project Outline: ATV Comprehensive Action Plan. Plan. Dir. Cunning-
ham presented the project outline and. potential costs amounting to $4,455.
It was moved by Commissioner O'Meara and seconded by Commissioner Mercer for
Cunningham to advertise in the paper for interested persons to present pro-
posals for .the ATV Plan on Monday, August 4th. Unanimous
Corps of Engineers Public Notice 071-0YB-I-002747, Wa. St. Parks &
Recreation Commission: Action postponed until it is determined whether or
not a Shoreline Management permit, is required.
Shoreline Management Permit Application No. 11-75, Wiegardt & Sons;
Point Whitney. The Advisory Commission recommends: A. That the proposed
project is in compliance with the Shoreline Management Act and the Shoreline
Master Program for Jefferson Co.; and B. That permit be granted subject to
the following conditions: (10). They also recommend that no EIS be prepared.
Moved by Commissioner Mercer and seconded by Commissioner O'Meara to approve
permit subject to the abovementioned conditions outlined by the Advisory
Commission and that the proposed project is not a major action having a
significant affect on the environment, and therefore, no EIS need be prepared.
Unanimous
A-95 Review -- Jefferson Co. Water District No.3: Cunningham
explained the request for state funding and advised that the proposed project
does not conflict with the county's interests or plans. Board concurs.
- Marine Resources Inventory: Dept. of Ecology has approved grant for
a total of $18,000 ($12,0.00 State Grant plus $6,000 in-kind services from the
county).

- Action Report: Short Subdivision No. S13-75, Fulton Creek (sub-
mitted for Board's records)
Bill Edwards appeared to request that a portion of the ATV funds be used to
develop bike trails at the Port Townsend solid waste disposal site. Board
advised that area would be included in the Action Plan.
Letters of opposition to the proposed "Hermitage Campers Club" at Fishermans
Harbor were received from: Tom Date, Frank L. Dobbins, Mrs. Harold D. Johnson,
Kenneth E. Stein, and Mrs. W.E. Whitney. All letters referred to the Plan.
Dept. to be considered at time of hearing.
George Azud, President, Sportsmen's Club, appeared to ask for the use of
county equipment (lowboy) for one or possibly two days at the most. Per-
mission granted.
Pat Floyd, Representative, Washington Data Processing Service Center, Olympia,
appeared to advise of their computer service available to the counties.
The minutes of May 26th and June 2nd and 9th were approved by motion of Com-
missioner O'Meara and second by Commissioner Mercer. Unanimous
A new agreement was executed between Bayshore Enterprises, Inc. and Jefferson
County by motion of Commissioner O'Meara and second by Commissioner Mercer.

Resolution No. 42-75, Proposed 5 per cent cost of living increase for county
employees was approved and signed by motion of Commissioner O'Meara and
second by Commissioner Mercer. Unanimous Hearing date set for August 4th
at 10:00a.m. Resolution No. 42-75 as follows:
Eng. Becker presented a Call for Bids for the cleaning, painting and re-
finishing of the Dept. of Public Works Offices. Moved by Commissioner O'Meara
and seconded by Commissioner Mercer to approve and sign. Unanimous Bids
are to be opened and read August 4th at 10:00a.m.
Resolution No. 43~75, authorizing refund of certain tax monies collected in
excess amounts budgeted, was approved and signed by motion of Commissioner
O'Meara and second by Commissioner Mercer. Unanimous. Resolution No. 43-75
