September 8, 1975
10:OOa.m. Meeting called ta .order by Chairman B.G. Brown with all members
present.
't Public Hearing : Supplemental Budgets far Mental Health & Drug Abuse, and
Alcahalism pragram; and Executian .of State Contracts. Bob Goehring, Directar,
Mental Health Center, appeared to explain the budget alterations. He advised
the necessary change in the Alqaholism Program reiates to the s.tate' s share
1- .of detoxification costs. It is a necessary baakkeeping change to reflect the
state's reimbursement as revenue and expenditure with .na change in .overall....
budget tatal. The creatian of a supplemental budget far the Mental Health
Ivlenta+.: Retardation Fund (MH & Drug Abuse Budget) is necessary. ta accaurit for
tne 7.4 reimbursement from the State Dept. .of Sacial & Health Services as
additianal revenue. No one else appeared to speak for .or against the prapased
budget alterations. Maved by Cammissioner O'Meara and seconded by Commissioner
Mercer ta sign ResolutionsNa. 53-75 & 54-75, approving said budget extensiens,
and ta execute the state contracts, as fellows. Unanimous
An explanation .of the prapased West Valley Raad Design was cantinued fram
i last week by Eng. Becker and Assistant Eng. Sanstrom. A tabulatian of the
replies received on the questionnaire submitted ta the residents .of the area
far tneir apinians relating to the design and inclusions .of harse and bicycle
trails was presented proving basically: (1) that the majeritythink the pro-
posed impravements are necessary and desireable; and (2) that the cost for
trails is justifiable. Eng.. Becker recemmended road canstructian by the caunty
as praposed with additional faatage on the shaulders ta accamadate pedestrian
and bicycle paths, and ta acquire right-Of-way where needed far horse trails.
Propasal is ta be included in the road constructianprogram far 1976. Alsa,
as per survey response, it was agreed ta post the speed limit on the road far
35 miles per haur. Becker advised that Marsha Lee Jay and Candice Gohnaided
tneir department by d,iJstributing the. questionnaire to the residenes. .of the ar~a.
Attending tne meeting cO participate in the discussian were: Olga Hughett,
H.R. Baumunk, Earl Highnote, and Mr. & Mrs. Merle L. Meacham.

Mats 14ats Channel .Roac:a and to inquire when constructian wauld begin on the
lawer raad to Hadlack. The Baard advised that wark an the lawer road ta
Hadlack is scheduled on the 1976 RaadPragram, but the Mats Mats Chanrnid \'R~d
is not. Due ta his request however, they will.check into the feasibility of
having the Chan:fliL.R~Ad_.pr9:}ect inclueed. fOL.1976.
Engineer Becker again presented the Agreement between Rex Aldrich (Olympic
Disposal) and the Caunty far the transporting and emptying of the drop baxes
at a regional sanitary landfill as required under the Solid Waste Management
Plan. Upon verification that revisions were made as requested last Manday,
it was maved by Commissioner Mercer and secanded byCommissianer O'Meara to
apJ?rave. and sign the fallawing Agreement. Unanimaus Chairman Brawn advised
tne rates will be re-evaluated in sixty days when actual casts are submitted
by Aldrich.
Business fram the Planning Dept:
X Shoreline Management Substantial Development Permit Application
No. 14-75, Pope & Talbot Development, Inc.; marina extension ta accommodate
eight additianal baats. Planning Director Cunningham advised that the Shareline
Management Advisory Cammission recammends appraval subject to the conditian that
it be canstructed in campliance with State and Federal standards. They alsa
recommend tnat na enviranmental impact statement be prepared due to the find-
ings .of the environmental worksheet. Maved by Cammissianer O'Meara and secanded
by Commissioner Mercer to approve Applicatian Na. 14-75 as recommended, subject
to the abave stated condition, and that the prajectas praposed will nat have
a significant affect en the enviranment, therefore,anenviranmental impact
statement need no be prepared. Unanimous

~ the maintenance .of Kala Paint Drive and the canveyance .of said raad ta the
~ ~aunty in an effart to enable the signing of Kala Paint Div. I final plat.
~ raSe Attny. Haward said he had discussed their propasal with them and although
, the letter states he is in agreement, he cautions their propasal "is a way of
'-\l ... atentially handeling the prablem", but he is not in full agreement. Chairman
~ ~rawn advised that the Baard requires that assurance be given, in the farm .of

~~~Health, Planning, and Engineering Departments had been met and the Planning
~~)Con1ffiission recommended final appraval. Eng. Becker stated that all banding

.~l~recommendatian .of the Planning Cammissian, it was maved by Cammissianer O'Meara
) ~~nd seconded by Cammissianer Mercer ta sign the Depasit and Escraw Agreement
~W~elating ta Kala Paint Drive, and the final plat of Kala Point Division No.1.

Jahn Singletan from Quilcene Schoal appeared re: Schaol's salid waste problem.
Their cancern is with the bookkeeping procedures far payment of dumping.
Auditar Betty Temple suggested that the schaals set up a small revalving fund
ta handle casts and far reimbursement. Na definite answer ta the prablem was
resolved ,at this time.

Bill McCay from Allied Data presented a summarized list .of services and costs
ta provide imprementation and pracessing services far the Assessor and Treasurer;
and a "letter .of intent" for reimbursement by the county to Allied Data for
work perfarmed prior ta the actual signing .of the contract. The Board stated
that all .of their research inta the various systems indicated that the county
would be most benefited by making a cantractual arrangement with Allied Data.
Also, it would be beneficial to start implementation at this time, and the
county wauld nat be oaund to enter inta cantract if sufficient funds are not
available in the 1976 budget. Discussian was cancluded with a mation by Com-
missioner Mercer and secanded by Commissianer O'Meara to sign the "letter .of
intent" far reimbursement ta Allied Data. Unanimaus
X Chuck Mertel~ Attny. for Evergreen Develapment Carp. appeared re: Hermitage
Camper Club. He advised they are farmerly withdrawing their Shareline Manage-
ment applicatian far the propased baat launch facility and the dredging .of a
small lake. He said their reason for withdrawal is to show the people .of that
area they are "trying ta be gaad neighbars". He alsa advised they are compris-
ing a "cast benefit repart" for presentation ta the Baard because .of all the
questions as.ked specifically about the ecanamic impact the proposed develap-
ment will have on the caunty. Mr. Mertel will send a letter verifying with-
drawal of the Shareline Management applicatian.
,/ Two capies of the cantract between David A. Jahnston, Architect, and the Caunty
far the scnematic design phase .of a Cammunity Center far the Hadlock-Chimacum
District was received far appraval and signing. Chairman Brawn signed the
contract upan matian by Cammissianer Mercer and secand by Cammissianer O'Meara.

George Colony Club Sewer District. Letter states his client, Ralph P. Andersan,

Cape Gearge property owner, has discussed the effect re-subdivisian wauld have
an .the water and sewer facilities at the Colony Club. He refers specifically
to the "Palmer Hamesite" which was not included in the .original plat. He
stated the .original system was designed far 650 lats and re-subdivisian would
cause over laading of bath water and sewer systems and would be inherently
unfair to the majority of lat .owners. He requests that a palicy outlined in
his letter be adapted by the Cammissioners for the pratectian of all persons
concerned. Ed Wainwright, Chairman .of the Cape George Calany Club explained
they are very concerned because water and sewer systems are failing naw and
have ta be rebuilt right away. Baard advised that any develapment would have
to meet the standards of the Health Dept. Letter was taken under advisement
with no actian by the Baard at this time.

Rager Lovitt, Cancultant, presented a status report on the preliminary ATV
Plan as previausly ag.reed. He adivsed that Jefferson Caunty has eighteen times
more miles .of trails for ATV usage than was accounted far at the start .of the
project. He advised of his pragress ta date and plans far campletian, and
reiterated tnat the campleted plan would be presented an September 30, 1975
for final acceptance.

t The Board signed an Addendum ta the cantract between Paul W. Palmer and the
Department .of Public Warks ta furnish 20 windaw shades far all the windaws
in that office as part .of the painting and refinishing cantract.
There being na time left far the remaining business, the meeting was recessed
until September 9th at 10:00a.m.
