include Fisherman's Harbor. The Commissioners state Fisherman's Harbor is a salt water area.

Advisement from the Forest Service of Jefferson County' s Forest Earnings. Figures show
Jefferson County's lands within the National Park were reduced from 530 ,S8-8 acres to
364,729.88 acres leavin.gthe, County short a difference of 165 ,85.9 acres.. A letter regarding
fhis reduction of the County's F:>restReserveFunds was sent to Senator Jackson ~ The Board
will await further development on this matter.
Petition for ,vacation of a county road was received from Morton.A. Dingey. The petiti,on
.was returned to the petit~oner for.additional signatures..
Petition was received from 14 property owners in Quilcene interested in ahving the old bridge'
on the Big Quilcene River removed.. They believe the old bridge constitutes a hazard. Motion
by Commissioner 01 Meara, seconded by Commissioner Mercer to set a hearing date for
October 6th, for the abandonment and removal of the Quilcene Brjqge. Unanimous.
Jack Roil? appeared regarding si<;ms for a turn-a -round area onther-oad contiguous to his
property at Lake Leland, He would like to havea portion of the road vacated, however, .
the Board advised the law states vacation of roads abutting bodies of water are prohibited .
unless for public purposes oriJ:?dustrial use;' The Board concurs that a probelm exists in that it
is impos sible for cars and campers to turnaround at the end .of the. road, and therefore,. requested
Engineer Becker to post signs at the most feasible location for turning.
Sheriff Robert Hansen appeared regarding the water quality at the Annex. Bob will check
: with individuals in the area concerning their water conditions when he is in the area.
The Board approved and stgned Forest Practices Permit #FP-02-00706, Anderson Tree Farm.
Dave Cunningham appeared regarding the request from the State to obtain additional copies
of the Tidal Marshes Study. The State will pay 2/3 of the cost. Motion by Gimmissli oner
O'Meara, seconded by Commissioner Mercer for an extension of the Shoreline Contract
to allow additional copies .to be printed.
Steve Johnson appeared regarding the placement of Agencies to he housed in the Hospital.
Approval has been received from all agencies except the Public Assistance. Office .
Robert Goehring appeared to have Contract #100l-CGL-377S (1), between the DEPARTMENT OF
SOCIAL AND HEALTH SERVICES and JEFFERSON COUNTY MENTAL HEALTH/MENTAL RETARDATION
COUNSELING SERVICE, amended to cover the new rate schedule for Welfare recipients
receiving medical treatment. Chairman Brown signed the contract amendment.
David Jahnston, A.I.A.Archi~ect appeared regarding the Quilcene Community Center.. Plans
and cost USing the Schematic Design were presented and discussed. Motion by Commissioner
O'Meara, seconded by Commissioner Mercer to continue contract with David Johnston for Phase II.
Confirmation to be sent to David Johnston.

HoOd Canal Advisory Committee received notice of meeting regarding Coastal Zone
Management Grant.
Roger Lovill presented a preliminary draft, A T V Action Plan. He requested that all
additions, deletions, and corrections be included and submitted back to him by
September 2 2nd.
Public Notice of adoption of the Preliminary Budget for 1976 was approved and signed
by the Board. Notice advises that the alternate date of December 1 has been set for final
budget adoption with the hearing date to be set and published two weeks prior to that date.
Engineer Becker requested permission to extend road construction on the Hazel Point Road
for safety reasons. The children crossing the street to load and unload the school bus
can't be seen by the traffic coming up the hill, and the State Patrol has denied their request
to allow the bus to stop in a safer location. The Board feels ,the safety factor is imperative,
and therefore, granted permission to extend construction.
The remaining correspondence was reviewed with little or no comment, as follows:
Letter of opposition received from Mrs. Frank Killien regarding the Hermitage Camper Club.
Letter of protest regarding Pleasant Tides Property Owner's Application for permit for a
boa tramp, from Frank Endzell.
Notice of license transfer from Carl D. Lopeman, d/b/a Beaver Valley Store, to
Charles Wade Groves, d/b/a Beaver Valley Grocery, from the Washington State Liquor
Control Board.
Copy of letter of appreciation from Lyle T. Watson, Exec. Dir. WASCO to'Representative
Paul H. Conner.
County Trust Land fee title land transmittal of funds for the DNR I BAR Acct.
No. 361. 10, $422.98.
There being no further business before the Board, the meeting was adjourned.
