Engineer Becker returned tD advise the BDardafter calculating the figures, the difference
between the bids was .8 Df one percent. He advised that he had cDntacted the Emergency
Services Department in Olympia and they said no decisiDn has been reached regarding the
I discontinuation of fuel alloca tiDns. Because it "is questionable-whether ot nDt the CDunty is
still tied into the allDcatiDn prDgram, and also because Pedersen did not bid the west-end,
Becker recommends staying with Standard Oil. Jeff Pedersen, Pedersen's Oil, Inc., advised
the Board that Mr. Chase, fDm the FEA Office, Sea ttle, cDuld. be cDntacted in regard to the
albcatiDn sys tern. After f\lrther deliberation, it was mDved by CommissiDner Mercer, and
secDnded by CDmmissioner O'Meara to award the bid tD Standard Oil as the bid mDst advant-
age:>us to the CDunty. Unanimous.
Pedersen reappea"red to ask the BDard on what basis the higher bia"was accepted. He stated the
concern ab:>ut the allocation Df fuel could have been cleared up by the Board contacting Mr.
/ Chase. Pedersen stated he f.eels the Board should have accepted the lowest bid and is unhappy
with the decision. The"BDard told Pedersen t~ey understand and appreciate the amount Df time
and research he afforded this project, but the\! must take the bid most advantageous to the
CDunty.
Call for Bids - Motion by C DmmissiDner Mercer, sec:>nded by CDmmissioner O'Meara, to
approve and sign bid call for furnishing one (I) Electric Cash Register, for the Treasurer's
Office, to be opened and read, January 19, 1976. UnanimDus.
Rental Agreement between the County and the State Department of Labor & Industries (Office
,; Space for the State Electrical Inspector) signed by Chairman Brown.
Motion by Commissioner O'Meara, seconded by Commissioner Mercer toapprDve and sign

Eleanor. Cader:J appeared to present Irene Bergsagel, Regional Planner for Emergency Medical
Services in the Northwest, representing Kitsap, Clallam, and Jeffers:Jn Counties. She
.; ann:Junced the Emergency Medical Services is engaging in a feaSibility study concerning
emergency services in this area. Grants will be available :In a 50-50 ma tching percent. A
draft of the study will be prepared for the Board within the next two weeks.

-Forest Practices Permit Application # FP-02-01476. Crown Zellerbach. Chairman Brown
signed the nDtice to the DNR the county has n:J objections to the proposed project.
-ShDrt Plat # 9-75. JDhn Weidman. Sh:>rt Plat amended by deleting the special notice
regarding Lot # 4. The Health Department has now appr:>ved the lot for installation :Jf a
septic system thus eliminating the n:Jtice to purchasers.

Board is applying for a FAA Grant to impwve the Washington State Airport System. A Citizens

.Advisory Committee will be formed consisting of 7-10 members from Clallam and Jefferson
Counties. Cunningham suggested a news release be placed in the newspaper advising
of the need for committee members as a way to Dbtain the names and qualifications of
intere sted citizens.
-- Cunningham proposed the placement of markers between County Parks and private
property as a Bicentennical project. The markers, provided by the State free of charge would
be used for reference points only. The placement of the markers would help eliminate the
overflow Df park users onto priva tely owned property.
-Cunningham presented a memo draft for the staff meeting Monday, January 12th, to be
sent to all elected officials and staff.
