Meeting called to order by Chairman Brown with all members present. Hearing: Cape George Fisability Study. Norman Thomas from the SW Washington Regional Office attended. Mr. Thomas explained to the Board the grants procedure. This is an E.P.A. project and a 3 step process: (1) planning (2) detail, design (3) Construction. The job has been set up to ~liminate present pollution problems. The County needs a qualified receipent,and those qualified are the Sewerage District, the Water District and The Public Works Department. For the Development of the Fisability Study, the E.P.A. will only pay 90%. The problem is getting the Public Works Department to qualify under the County Services Act. The total of the proposed ,grant is $12,450.00. The E.P.A. will pay for the tasks performed, but not on a monthly basis. A restriction could be put on Phase 1 by the E.P.A. due to the possibility that the County may have to interview 3 consultants, among the three one must be a minority. Monies for Phase 2 will not be available until fiscal 1978 (Oct. 1977). The project should proceed toward this date. It takes approximately 6 months to get the plan approved. Chairman Brown stated he feels we should shape up the Public Works Department so it will pass the County Services Act, in order to get a grant on its way. Mr. Thomas stated further that the D.O.E. needs to see some documentation of the sewirage problems, since the building will be done for present pollution problems and not for growth. Those present at the meeting were: Engineer Ed Becker, Randy Durant from the Health Department, Al Bettis from the Econ Corporation, Steve Benedice a Cape George Resident, Ed Wainwright a Cape George Resident, Leroy Stark a Cape George Resident, and Norman Thomas from the SW regional Office.
