Meeting called to order by Chairman B.G. Brown with Carroll M.
Mercer present, A.M. O'Meara 'was 'absent due to illness.
, Daryl. Hedman appeared re:. Street vacations and Opening of the County right-a-
way. Hedman is concerned with the denial of his petition to vacate a county
street. The Board previously denied the appeal becaUSe signatures were not
from persons within the area. Hedman, stated that some of thep~~erty owners
do not live on the lots mentioned and can only be contacted through registered
letter. . Hedman asked why he needed, 10 signatures,. it is his opinion that
since the property owners were not from Jefferson.County, they would not see
the necessity for an access. road.. Chairman Brown mentioned that every contiguouf
property, owner would .have t;he'right to be notified and 'g~ven, an opportunity
to be heard.. The board wants to know what new configuration the lots and
access roads wouid take and aSked Engineer Becker to personally inspect the
property with Hedinan. . , .
Hedman's argument .is that he constructed a road with'permissiun from the
County. He paid the County $~,500.00 for the timber he removed from the
.right-a-way, and he l1,ow'wants the money back for his portion (half) of the.
right-a-way. Hedman further stated if the County will refund his $2,500.00
he .will grave.!" the portions of the road he feels ne.c.essa;ry (,approx. 250 feet.)'
and will treat all additional roads that he constructs the same. Hedman
presented personal bills totaling $5,200.00 in construction costs for ~his
road, says timber was in a 'downhill market and he did not make as. much as'he
paid the County. Value of the. timber, road and lots was $13,000.00.
Engineer Becker ,told Hedman he. had to have a p~rmit issued by the County'
before any work can be started on a County road. Hedman said he was not
aware of,this, and that no where could he .find it stataffias ,so. NeIt:lier, ara lie
know that. the timber was not owned.by the county in the right-a-way. Hedman
further stated he would like to Compromise. Commiss.~oner Mercer: stated
compromises can be made if. they are appropriate. The Board does not feel
there ~s appropriate reason in this case. Chairman Brown pointed out that the
situation was not as unfair as Hedman lets it on to be, and that the County
is willing to work. along with him. .
Theref.ore due to. the road being under litergation. the County has delayed
graveling of the road until the matter is settled.. .
In conClusion, Engineer Becker will meet with Hedman this afternoon. .
Moti.on by Commissioner Mercer, seconded by Chairman Brown to Approve the
Minu~es of Febuary' 23, 1976.

Board apprOVed Febuary bills to be paid in March, as follows:
Business from the Planning Department:
March 18th at 2:00 p.m. Randy Sheffield frqm the Dept. of Forestry will
be in the area, and will stop by, relating to a land use plan,. for the. Hood
Canal. He is also interested in soil samples. '
David Cunningham advised of a ,meeting to be held by the planning commision
Wednesday, March 17,.1976 at 7:30 p.m. Concerning the parks and recreation plan.
David Cunningham discussed the Lake Leland swimming float, Board concurred
that the construction of the float should be included along with the Bi-
Centenial projects.
Letter from Mrs. Musiel relating to the placement of her Bulkhead. Dave
Cunningham will write her for more information. No. action taken.
Forest practices permit application:
(1) Cook - clean up of dead timber. Approved by the Board.
.(2) Hedman -Conversion to residential lots and construction of roads. Action
delayed for further checking.
Arnold Tract - (Originally "Palmers Plat") Board will take action next
Monday.
Final Short Plat - #S30-75 Randolph Barrett, contained all required
signatures, plat was approved by the Board arid signed by Chairman Brown.
A meeting will be held by the Planning CommiSsion Wednesday, March 17, 1976
at 7:30 P.M. concerning the Parks and Recreation plan.

JJefferson County Historical Society submitted a request for furniture no longer
used by the Qffices in the Court House. Board will check with various
offices and notify the Historical Society of the availability of furniture.
Engineer Becker made . request from Al Mancer for construction of a handball
court. Board will check into the possibilities.
A request was received by the board from the Rhododendron Festival Committee
for use of Memorial Field from May 13th through May 16th for the festival
activities. permission by the Board, granted.
Chairman Brown signed the Marine Resources survey extention contract, contract
extended until Febuary 29,1976, (Tony Roth, Consultant).
Chairman Brown signed the Annual Certification 1976 for the County road
Department by motion of Commissioner Mercer.
A request was recieved from Clyd Grace for assistance from the Soldiers and
pailors Relief Fund, for the amount of $292.94. Request ~pproved by the Board.

Plat of Quilcene
1976.
Board recieved approval from the Department of Ecology, SW Regional Office
of the Cape George Colony sewerage facility plan of study. Seeking
further approval from Federal Enviornmental ?rotection Agency.
Remaining correspondence was rev~ewed with little or no comment:
Fully executed copy of Referendum 29 - Construction Funding Contract,
from William N. Leonard, Dept. of Social & Health Services.
Fully executed copy of Agreement for Remodeling and Additions to the Quilcene
Community Center from McClanahan Construction Company.
