MINUTES
March 15, 1976
10:00 a.m. Meeting was called to order by Chairman B.G. Brown with all members
present.
Hearings: Proposed Budget extention for the Planning Department, for the
Marine Baseline Study. No one appeared to speak for or against the proposed
Budget extention, therefo~by motion of Commissioner Mercer, seconded by
Commissioner O'Meara resolution No. 14-76A was approved and signed. Unanamous.
Appointment with Wallace Higdon - Re: Removal of County easement reservation
from~is deed. Del Grahmn from Trans America Title Company appeared with
Mr. Higdon. The Board will obtain legal determination from Proscuting Attorney
William Howard.
Irene O. Bergsagel, presented data from different Counties, on Emergency
Medical Service Programs. Ms. Bergsagel mentioned most counties are using
their fire departments for the Emergency Medical Program. She also mentioned
the "job kits" for use on heart attack victims, that are generally carried
on the fire trucks or personnel. Ms. Bergsagel also presented a copy of a
_ grant to be subinitted for approval for the program. .
David Johnston, Architect met with the Board concerning the Chimacum/Hadlock
Community Center. Mr. Johnston presented the bid call to the Board, also
some alterations were presented. He mentioned that the stove, Refrigerator
tables and chairs are not included in the bid specifications. He also presented
a floor plan, and discussed the heating, and lighting, - Structure will be
all electric.
The Board approved the Minutes for Febuary 25 & 26 and March 1 & 8, meetings.
Business from the Planning Department:
David Cunningham submitted a letter to the Washington State Aeronautics
Commission suggesting six appointees to serve on the Advisory Committee,
they are as follows: Robert E. Porter, Warren Erickson, James L. NOllkamper,
Glen Bagley, Richard L. Wiley, ~ndT.G. Sommers. The Board suggested two
additional members, Wally Pedersen, and Jeff Michaelson. Motion by Commissioner
Mercer for David to forward.
Final Short Plat:
Donald Corey - It was approved due to the plat having received the signatures
of approvel from the required departments.
Preliminary Plat of Arnold Tract:
Planning Director Cunningham presented Plat report recommending approval
subj ect to the ::sd)x following conditions:
(1) Health Department; Preliminary approval be granted subject to the
following condition: (1) Water systems shall be disigned, constructed
and operated in compliance with rules and standards of the Olympic
Health District and the Washington State Department of Social and Health
Services.
(2) Engineering Department: Preliminary approval be granted subject to
the following condition: Approved as to concept and design.
(3) Planning Department: Preliminary approval be granted subject to the
following conditions: (1) Restrictions and covenants shall be compatible
with those of Cape George Colony, and shall aSSure that lotowners
of "Arnold Tract" enjoy similar privileges and responsibilities as those in
Cape George Colony. (2) At the request of Fire Chief of District 6
a fire hydrant shall be placed in the vicinity of Lots 3 and 8.
(3) Private road shall be constructed to Jefferson County standards.
(4) A building setback line satisfactory to the Planning Department
shall'be established along the top of the bank so that residences are
sited between the road and the setback line.

and that variance request for private, rather than public roads be granted
provided that roads are constructed to Jefferson County standards. Moved
by Commissioner Mercer and seconded by Commissioner O'Meara to approve plat
as recommended, subject to the six conditions submitted by the Health,
Engineering, and Planning Departments, and that the project will not have a
significant affect on the environment, and therefore an environmental impact
statement need not be prepared.
Forest practice permit application - No. FP-02-00895, Daryl Hedman.
The Board has no objection to the above referenced application as it
pertains to cutting of timber on the platted, residential lots. However
the Board reserves its approval at this time for any timber harvestins"to
be done on road right-of-ways until all necessary County roadwork permits
are obtained. The Board will discuss legality of vacating portions of the
plat with, Prosecuting Attorney William Howard.
Corps of Engineers Public Notice No. 071-0YB-I-003142, Stanley G. Larson:
to construct a pier, and install ramp and floats etc. Motion by Commissioner
Mercer seconded by Commissioner O'Meara for Chairman Brown to sign notice
to the Corps of no objections by the County.
Randy Durant presented a plat, with lots that have a drainage problem on
Kilipie Beach. Potential buyers are concerned by the fact that the plat
could be a slide area. Mr. Aurther Quigley the original owner, wrote
Mr. Durant about his concern. The Board will check further with
David Cunningham.
An application from Richard o. Twiggs for the sale of County Real Estate
was submitted to the Board, theBoard will hold the application until a
sale is scheduled.
Approval of the Plan of Study for the Cape George Sewerage project, was
recieved from the u.S. Environmental Protection Agency, Region X. It
is necessary for the County to confirm that the Counties Department of
Public Works is in compliance with the County Services Act before final
approval of funding can be obtained from the D.O.E.
