10:00a.m. Meeting called to order by Chairman B.G. Brown with all members
present.

Moved by Commissioner O'Meara, seconded by Commissioner Mercer to approve
Sunset Wire Rope Company's bid if totals are found correct. Unanimous
After checking, Engineer Becker advised that totals were found correct as
presented.
Business from the Planning Dept:
l) O?~ Bay Park Plan and Park meeting dates: Planning Director, David
Cunningham presented a map showing the proposed design of the park. The
Board requested that Engineer Becker do a survey of the property and have
the well test holes dug as soon as possible. Tentative Park meeting dates
were set for May 3rd in Gardiner, May 4th in Hadlock, May 11th in Brinnon,
and May 13th in Port Townsend.
2) Planning Director Cunningham and Pros. Attny. Howard discussed the
County's compliance with the County Services Act and determined the only
requirement not as yet fulfilled is the appointment of a review committee.
It was moved by Commissioner Mercer and seconded by Commissioner O'Meara to
select the alternative to appoint a review committee representing the Mid
peninsula Planning Area for sewerage as identified in the Water Quality
Management Plan. Chairman Brown is to be the only voting member of said
committee, however he has the prerogative of requesting other people from
the affected area to attend meetings for review and input.
Proposed vacation of Quilcene Avenue between Hamilton and McArdle Avenue,
Quilcene. Hearing continued from April 5th and 19th. Engineer Becker
submitted a letter recommending that the road not be vacated at this time
due to the possibility that three lots could be landlocked in the future
if the present owner sold to individuals. One option would be for the
present owner to sign an easement. After further discussion it was moved
by Commissioner O'Meara, seconded by Commissioner Mercer to accept the
Engineer's recommendation that the road not be vacated at this time.

Pros. Attny. Howard presented a copy of a letter regarding the Sportsmens
Club Insurance and advised that the county's policy does not cover their
sporting events. Chairman Brown requested Mr. Howard to find out what the
liability limits of the policy are; to notify the Club of such limits; and
to advise them that it will be necessary to get their own insurnace cover-
age for contests, etc.
Chairman Brown questioned Pros. Attny. Howard as to whether it would be
permissible for the county to charge for the portion of a road that is
vacated since the county has been confronted with numerous road vacation
petitions, and whenever the county has to acquire property for roads it
costs the taxpayers money. Howard will check the statutes and advise the
Board of his findings.
Sheriff ROEert Hansen advised that the Clallam County Engineer is refusing
to grant permission for our Sheriff's Department to use their radio fre-
quency. The Commissioners will contact the Board of Clallam County Commis-
sioners.

Miss Marilyn Spafford, seventh grade school teacher from Chimacum School
appeared to request permission to use the county's gravel pit adjacent to
the school for three days for a class project. permission granted by the
Board.
Notice was received from the State Liquor Board of transfer of class EF
license from Luella G. Hamilton and Bill Arthur Hamilton to Ronald E.
Blanchard and Arlene M. Blanchard; d/b/al Hamilton's Horn-In Tavern.
Notice was approved by the Board and signed by Chairman Brown.
Resolution No. 26-76; Appointment of John Keegan as Deputy County Coroner
was approved by motion of Commissioner O'Meara and second by Commissioner
Mercer. Unanimous
Resolution No. 27-76; Acquisition of Lot 89, Irondale Acre Tracts, for
recreational purposes was approved by motion of Commissioner O'Meara and
seconded by Commissioner Mercer. Unanimous
Petition for property tax refund was received from Francis Waldbillig.
Petition is being held in abeyance until it is checked by the Assessor's
office.
The minutes of April 19, 1976 were approved and signed by the Board by
motion of Commissioner Mercer and second by Commissioner O'Meara.
The Board requested Engineer Becker to check into the possibility of
acquiring property in Quilcene for use by the Quilcene Little League Teams.
Letter of Agreement by and between Jefferson County and Paul Miller regard-
ing the use of the area next to the well being used as a public water supply
was approved by the Board and signed by Chairman Brown. Well is to be
located on Lot 2, Block 6, Worthington's Addition to Quilcene.
The Board approved and signed Call for Bids for traffic line striping in
Jefferson County for 1976. Bids shall be opened and read May 24, 1976.
There being no further business before the Board, the meeting was adjourned.
