Brown with all members present. Bids were presented for the furnishing and constructing of one metal storage building. Only one bid was submitted: Plan Holder Western Farmers Engineer's Estimate Total Bid $12,146.40 15,750.00 Motion by Commissioner O'Meara, seconded by Commissioner Mercer, to award the bid to Western Farmers if total is found correct. Unanimous. After checking Engineer Becker advised that total was found to be correct as presented. Bids were presented for Traffic Line Striping for. Jefferson County. Bids were as follows: Plan Holder Paint-A-Line Inc., Seattle Swanston Equip. Co., Fargo, N. Dakota Engineers Estimate Total Bid $14 253.00 18,846.00 15,224,00 Motion by Commissioner O'Meara, second by Commissioner Mercer, to award the bid to Paint-A-Line Inc., Seattle if total is found correct. Unanimous. After checking Engineer Becker advised that total was found to be correct as presented. At 11:00 a.m. Bids were opened and read for the furnishing of medium- curing liquid asphalt, the bids were as follows: Plan Holder U.S. Oil & Refining Co. Husky Oil Co., Tacoma Shell Oil Co., Bellevue Chevron Asphalt Co., Portland Engineers Estimate Total Bid $38,500.00 37,950.00 37,620.00 38,500.00 41,250.00 plus Price per ton $70.00 + $10.00 69.00 + $ 8.60 68.40 + 10.00 70.00 + 10.80 Motion by Commissioner O'Meara, seconded by Commissioner Mercer, to award the bid to Husky Oil Co., Tacoma. After checking Engineer Becker advised that totals were found to be correct as presented and that Husky's bid was low due to the difference in the cost of Shipping and he recommended that Husky be awarded the Bid. Bruce Loften NCR, appeared reo Presentation of an outline of costs and policies of the Computer System on order for the County. The lay-out has been finalized for the Treasurer's and Assessor's Office, and will be submitted to the Board for approval. Loften mentioned that the Hard- ware would be delivered on August 1, 1976. Mr. Loften will return to discuss the program further with the Board on June 7, 1976. A letter was received from the manager of the Port of Port Townsend, George Randolph Re: A Lagoon area Park Plan. Chairman Brown suggested the Board take action by letting Planning Director David Cunningham represent them. P. 2 Business from the Planning Department: 1. Shoreline Management Substantial Development Permit Application; i) Application No. 5-76; Port Ludlow Yacht Club. Club requested permission to put 3 mooring bouys in the Port Ludlow Marina. Chairman Brown read the Shoreline Management Advisory Committee's recommendation of approval, subject to four (4) conditions. Moved by Commissioner Mercer, seconded by Commissioner O'Meara to approve application 5-76. ii) Application No. 14-76; Department of Natural Resources. Proposed access road approximately 22 miles off the highway near the Sollecks River. Chairman Brown read the Shoreline Management Committee's recommendation of approval, subject to six (6) conditions. Moved by Commissioner Mercer, seconded by Commissioner O'Meara to approve application 14-76. iii) Application No. 15-76; Department of Natural Resources. Schmidt Bar, Gravel extraction. Chairman Brown read_th~.Shoreline.Manage- ment Advisory Committee's recommendation of approval subject to four (4) conditions. Moved by Commissioner Mercer, seconded by Commissioner O'Meara, to approve application 15-76. iv) Application No. 9-76; Jefferson County Department of Public Works. Proposed road project. Chairman Brown read the Shoreline Manage- ment Committee's recommendation of approval, subject to nine (9) conditions. Moved by Commissioner Mercer, seconded by Commissioner O'Meara, to approve application 9-76. v) Application 18-76, Jefferson County Department of Public Works. Proposed access road, ~~~, and Boat launch. Chairman Brown read the Shoreline Management Committee's recommendation of approval, subject to ten (10) conditions. Moved by Commissioner Mercer, seconded by Commissioner O'Meara, to approve application 18-76. vi) Application No. 19-76; Department of Natural Resources. Proposed access road. Chairman Brown read the Shoreline Management Committee's recommendation of approval, subject to one (1) condition. Moved by Commissioner Mercer, seconded by Commissioner O'Meara to approve application 19-76. vii) Application No. 17-76; Frank Smith, Expansion of existing structure, Double Garage. Application was referred to the Port Townsend City Council for determination. 2. Army Corps of Engineers Public Notices: i) 071-0YB-I-003346; Glomset John A. Proposed bulkhead. Recommendation from the Planning Department that project is exempt from permit requirements of the Shoreline Management Act, inasmuch as the bulkhead will be placed in substantial alignment with the ordinary high water tract. ii) 07l-0YB-l-0033330; U.S. Navy, Trident. Notice was deferred for comment from Prosecuting Attorney William Howard on determination of applicability of Shoreline Management Act to the Navy, as a Federal Agency. 3. Planning Director David Cunningham requested permission to attend a meeting on a Shoreline Management Program in Sacramento, California on Friday, June 11, 1976. The Board granted Cunningham permission to attend the meeting. Moved by Commissioner Mercer, second by Commissioner O'Meara. Unanimous. Application for a Soldiers and Sailors relief fund was received from Charles Cotterill for a medical bill from Jefferson County General Hospital in the amount of $153.75. Application was approved by motion of Commissioner O'Meara, second by Commissioner Mercer to pay. Unanimous. An Emergency Budget Extention for the County Civil Service Commission, was approved by motion of Commissioner O'Meara, second by Commissioner Mercer to sign Resolution No. :f~1':; VOL 2 Ur.~ o 0581 ~,.. ~IY Minutes of May 24, 1976, cont. P. 3 Letter was received from the Jefferson County disability Board advising that Commissioner A.M. O'Meara's 2 year term as member will expire on August 12, 1976, and by virtue it is the County Board's responsibility to appoint one of it's members to fill Mr. O'Meara's position or to reappoint him to serve another two year term Moved by Commissioner Mercer second by Chairman Brown to re-appoint A.H. O'Meara to serve another two year term. Mark Kosloff was appointed to serve as member of the County Board of Equalization, by motion of Commissioner O'Meara, second by Commissioner Mercer. Unanimous. Harry Holloway Ill, Chairman of the Clallam County Public Defender Program, presented the program to the Board. Walt Greenaway Attorney acting Public Defender appeared also. Holloway anticipates Jefferson County needing to convert to the proposed program in the near future. Holloway explained that within the first six months the program handled 80% of all court appointed cases in Clallam County. The program receives $3,000.00 per month, approximately $120.00 per case. Holloway quoted the budget for 1975 as being $6;200.00, $20.00 per hour, and 1976 as being $12,500.00. The two attorneys expect to receive Federal Funding soon. Clallam County's contract is subject to review every six months, HOlloway stated. The two attorney's would like to return at a later date with a definate proposal for Jefferson County. Bill Pratt, Motorola Communications, appeared reo A new Communications System available to the Sheriff's office. Mr. Pratt introduced the system to the Board. Pratt presented the 450 System, and explained the functions of the System and it's capabilities. He quoted the prices of the parts as being $1,785.00 for mobil, and $1,875.00 for portable. Maintenance for each mobil unit was quoted a being $6.00 per month, and $50.00-$75.00 for each repeater. Mr. Pratt quoted installation as being $3,476.00 using the new repeater at Devil's Mountain. Mr. Pratt further explained that a Control Station was needed, and could be installed in the Courthouse. The Board took Mr. Pratt's presentation under advisement, until Sheriff Hansen could check further into funding the operation. The Board will make final determination;at a later date.
