Today's meeting was called for the main purpose of discussing thecoun:ty's proposed "Bicentennial Preparation". Notice was received. from Pacific Northwest Regional. Commission of approval of funding through the u.s ., Dept. of Commerce Title X. program. Amount of grant will be $114 ,048 with in-kfnd services to be $14,772,'for total funding of $128,820. Attending themeet;ing were Harold Buck, Director,. CAC; Mayor Joe Steve; Ed .Becker, Co. Engineer,,_ and Lairy Coffee frbm'Employment Security. ' . .Specific i t.'ems discussed as follows: 1) Program requirements: a) Plans to be set by Dec. 31, 1975 - work st<;i.rted on Jan. I', 1976; b) Persons must be hired to work on projects rather than con- tracting jobs out; . c) Special accounts mU,st be set up to handle 'financial affairs;. d) Persons have to be - hired prior:.to-.receivingfunds'. 2) In-kind contributions - tc? consist of transportation, supervision, tools, and supplies. 3) Need for employment - Coffee reported that he has 344 applications ,Ior employment plus additional people asking daily. 4) Hiring:' a) County Engineer should act as project coordinator; b) Supervision. shourl be kept in-house for bestres-ults; c), County Engineer to submit work orQ~r to Employment .Office;, d) Persons should be hired for individual project'!;; '. e) People 'are to be hired from Quilcene, Chimapum'iPortTown- send, and the West-end as per job location and requirement. 5) Projects- to be specified prior to hiring.
