present.
. Evergreen En;v.lronmental Developers appeared re: Hermitage Camper Club.
Attending: Chas. Mertel, AttnY.i Robt. Newgard, Developer; Torn Date, Mrs.
Richard Pate, Mrs. R. V. ~aton, 'Rhea Cunningham, & Jack. Cunningham.
Att,ny. Mertel requested a response from the Board as to the humber of
members and the number of campsites. that would be acceptable for their pro""
posed, 'project. Chairman -Brown stated the Board's'responsewas that a definit~
number cannot be determine~. The major concern is the amount of people tha€
w:ill be ;there at one 'time.:.. Tom, Date, property owner and. re1?ident of the' .area
stated that ,even. th(j)ugh the. County's Comprehensive Plan recommended a 'capper
club,'fdr that location in 1969, (pg.,40), the committee was'thinking of a small
public campground's'" not' a camping club of this magI}.itude., He said he. was,
given the authority,to speak for the other residents and they'wouldapprove,
75 to 100 campsites . However, they are also concerned that if this 'camp club
'is approved it would.set a precedent. After further discussion relating to '

Fred Winningham, from the Dept. of Natural Resources, appeared to advise that
his department' is posting alT public ,tidelands, (boating access only)" under
their jurisdiction with one certain type marker as an aid,to tb.e'publicand .

beaches owned by the,State, counties and cities ~e' posted with the same stand-
ard marking system to' alleviate treaspassingon private beach' lands. 'In re'-
gard to surveying, he, said that it is very difficult to determine the location,

owpers. He offered his assistance to help initiat~-:-,:the program 'in' this county
and stated the DNR will furnish the marked 'posts., The Board agreed witfithe
marking program and. suggested that Winningham work with thePl,anning. Dept.
to draft,a prioritylis~. 'The areas with high treaspassing problems are t.o
be posted first. '

Mertel presen_tedanew proposal consisting of 530 campsite units on 150.
acres, to be sold on a ,multiple of three to one. It would have the identical
denisty of 3 .'5~ ,that the original plan, represented on 311 acres. He said
this would eliminate their costs for the additional roads and the sewer system.

.space. Proceedures were discussed relating tp the new proposaland.Chairman
Brown stated this scaled down number of people would still create the. same ,
problems and there would be the" same concerns as the lar'ger proposal. If an
alternative were to be considered he felt it would be necessary to obtain new
impute from all concerned and to hold another public hearing. Commissioner
Mercer stated his reasons Ior'denial would remain the same even- if it were
helf' the size because, they would still be dealing with transi,.erit people, not
landowners, and this is very important tax-wise, treaspass-wisef and the im-
pact on the peninsula. Jack Cunningham said he and the others in the area
out there have expressed their feelings in regard to a camper club and the
size is immaterial - a camper club is not compatable to that" area. Tom Date
said he was sure in his mind that another hearing would present the same
"negative result. After further discussion it was,moved by Commissioner Mercer,
seconded by Commisf?ioner' O'Meara to adopt the motion of denial. Unanimous.
Mertelasked that the filing fees and the funds expended for theE.I.S. b~
refunded. Chairman Brown asked that their request be put in writing and sub-
mitted to the Board. He also asked Plan. 'Dir. Cunningham to compute the
expenses incurred by the county on this project. (Motion as follows:)

fication and clean-up projects. Portions of the application were dtscussed
and explained including the requirements relating to hiring. It was decided
that Eng. Becker would be designated as "Project Coordinator" to provide a
closer liaison for both the Public Works Dept. and the Board. This would also
enable the county to use his participation as a portion of the in-kind contri-
bution and the wages designated for this position could be used to increase
the number of people hired. A meeting was~.scheauled by the Board to be held
on this date at 7:30p.m. to receive all project requests.
Business from the Planning Dept:
Forest Practice Permit Application No. FP-02-00759, Shotwell Gravel, Inc.
No shoreline management jurisdiction. Chairman Brown signed notice of
no county objection.
Response from Pleasant Tides Property Owners Assoc. re: Financing of pro-
posed boat launch. Letter states they have set the money aside for construction.
and maintenance will be taken care of through community club assessments. No
action of their shoreline application by the Board at this time.
Petitions for property tax refund was received from:
1) Alberta J. Enos - paid as a result of failure to apply for her senior
citizen exemption - refund in the amount of $94.26 approved.
2) Douglas V. Franz - taxes paid twice - refund in the amount of $29.68
approved.
3) Arne Niska - taxes paid twice - refund in the amount of $6.75 approved.
Requests for building permit extensions from: (1) Ben P. Pettygrovei and
(2) C.E. Gentry, both approved.
By motion of Commissioner O'Meara and second by Commissioner Mercer, Res-
olution No. 79-75, CRP No. 400, to improve Co.Rd.No.12 from Chimacum Inter-
section to its intersection with Co.Rd.No.38 by grading, paving and widening,
was approved and signed.
Notice of hearing was approved and signed for a proposed budget extension for
Mental Health/Mental Retardation. Hearing date set for December 8th.
The remaining correspondence was reviewed with little or no comment as follows:
Letter from Emil Bergeson re: Fulton Creek Inventment Co. Board will
advise him to contact the Dept. of Labor and Industries to resolve his pro-
blem.
Notice from the Dept. of Social & Health Services re: 1976 Mental Health
Grant-In-Aid Contract Award $38,456.
Copy of class EF liquor license issued to Magnolia Foods, Inc., d/b/a/
Peninsula Tom Boy, Quilcene, from the State Liquor Board.
Minutes of the Hood Canal Advisory Commission meeting of Nov. 19th.
There being no further business before the Board the meeting was adjourned.
