artd EconClmic Development appeared regarding the U. S .pepartment of Gammerce Title X
Pr;gram relating to Jeffers on County's application for Federal Assistance for Bicentennial
. Beautification:,and Clean-up. Mr. Buck has been advised that all variationS were approved
by the State and the County has no days to hire the first employee in the program. Jefferson
Count'{ has als:J been selected as the unit to,be m:Jnibred and evaluated to determine the
impact on the unemployed in this.area. Mr. Buck requested the Board ta execute the res:Jlutio!l .
at their earliest convenience.

Motion by Commissioner Mercer, seconded by Commissioner O'Meara to appoint Betty Thomas
to fill the unexpired term of Carl Randolph as member of the Shoreline Advisory Commission. Unan.
Shoreline Management Permit, Port of Port Townsend, Mats Mats Mari na, Installation of a new
electrical system. Planning Department recommends appmval with no special conditons and
that no Environmental Impact Statement be prepared. Motion by Commissioner O' Meara I seconded
by Commissioner Mercer to approve the permit as recommended, and finds that this project is not
a major action having a significant affect on the environment and therefore an Environmental
Impact Study need not be prepared. Unanimous.
Planning Director David Cunningham advised the Board of a letter sent to Pleasant Tides Property-
owners Association regarding Shoreline Management Permit application # 18-75. Cunningham
advised Pleasant Tides of a pos tp:Jnement concerning their application. Pleasant Tides was
also advised of the preliminary steps undertaken for the pos sible location of a public boat launch
site in the area of the Pleasant Tides development.
Jack Westerman, Assessor's Office, appeared to request a change in the Building Ordinance
to require permits for garages. Westerman is concerned with people converting garages into
homes without obtaining building permits. The Board feels the ordiinc:1nce should remain as
written at this time.
Letter of petition for refunds fmm Evergreen Environmental Development Corpora tion. Letter
taken under advisement to be discussed with Pros. Attorney Howard.
Petition for Irondale Street Vaca tion from Daryl F. Hedman returned for lack of requirements
set by law (RCW 36.87.020) (petition must be Signed by ten freeholders reSiding in the
vicinity of the road.) Engineer Becker to return petition and check to Mr. Hedman.
Engineer Becker discussed the bid call for petmleum. Board requests bid be written S:J east and
west end can be bid on individual bases and also take the scho:Jls into consideration. Bid
opening for January 5th, 1976 approved and signed.
The Board reconsidered and approved petition for pmperty tax refund for Narris Short upon the
Assessor's recommendation that road with right-of way assessed with acreage, should
have been deducted. Amount of $63.37 is to be credited to unpaid taxes.
Sheriff Hansen appeared to regard to raise in food allotment. Motion by Commissi:Jner Mercer,
seconded by Commissioner O'Meara to approve raising the amount, fr:Jm $2.40 to $3.40 per
inmate per day. Unanimous.

Letter of petition in opp:Jsition to the construction :Jf a county road in quilcene. Due to the
number of objections received concerning this road, Commissioner Mercer made the motion this
project be removed from the road construction program, seconded by C:Jmmissioner 0' Meara. Unan.
Second letter fmm Frank Amsidill regarding road on Downs Creek. Commissioner Mercer
stated that he has inspected the property and feels additional gravel is necessary. Engineer
Becker will be so notified.
Letter from the Chimacum Grange re: Bike Trails. Chairman Brown notified a member of the
Grange that one trail is already :In the road program.
