December 8, 1975
10:00 a.m. Meeting called to order by Chairman B. G. Brown with all members present.
D~vid J:Jhnston, A.LA. appeared re; Schemetic Plans far the Hadlock/Chimacum Center. Mr.
Johnston presented revised plans- approved by theCommunityCbmmittee, and asked the Board's
permission to proceed with the next phase. Dave Cunningham discussed the placement of the.
- access Dad. J:Jhnston stated the placement of the building could be changed in order to use the
best access road, taking into c:Jn'sideratbn the function of the building and parking facilitie_s,
also schemeticplans can be changed befare t!'1e prelhninary plans are drawn up. Clearing .of trees

Lou Vilatich appeared fe: Lower Hadbck Road (Oak Bay Road). Mr. Vilatich r~quests the County
ta rough grade the road ,so he can install a water main (water will be needed by 1-15-7.6); and .
also requests advisement on where to put the pipes. Engineer Becker. recammended that he
obtain an easement from Melvin Kivley, as no rough grading can be done until the spring of 1976,
and it w:Juldbe bes t to put in a' temporary wa ter line. The B.oard adVised that the-grading :Jf this
road is to be included in the 1976 Road Program. .,
Roger French, City Engineer, appeared to ma ke a formal reque.st far the property betweer: the
Black Ball offices and Sims Wa y. !he city wants to utilize this small Iotas the location far the
Tourist Information Center. The Board will have Pras. Attamey .WilliamHaward draw up a 1 ease ~
BUSINESS FROM THE PLANNING DEPARTMENT
- Request 'far Short Subd-ivision Variance from Don Cory re: Access requirements. Planning
Director Cunnlngham advised the variancerequest is for a 30' acc~$s, and h,asbeen revi.ewed
by the Planning C6mmissi:Jn and the Health Department. Moved D}/Cammisslonei O'Meara,
seconded ~y Commis$bner Mercertogrant a variance to albw a 30'legal acce~sprovision
to the Short Subdivision as recommended, and that a IISpecial condition II is to be included that
all potential purchasers shall be notifiedtha t .9 potable water supply is not supplied. Unanimous.
Cunningham explained the Sh:Jrt Subdivision va"riance requested by Olaf Ford has yet tab~
examined by the Planning Commissi:Jn and therefore, there are no tecommendatians at this time.
No action was taken by the Board.

- 1) . Fp':"02-00773, Morris-Planriing Director, Cunningham will contact Mr. .Morris ad vising
him that he can eliminate a- sh:Jteline permit if road are pulled back'to thin tirnber arid, make
access far homes. A Shoreline Management Permit is needed if within 200 ft. of the shoreline.
- 2) FP':"02-00775, D. F. Hedman-Converting land to residential horne sites. Approved.
(Board will contact Mr. Hedman regarding the purchase of a portion of land for a re'serv-ior site.)

- Final Shart Plat-Weidman. Moved by Commissioner 0' Meara, seconded by Commissioner
Mercer to approve and Sign.
Dave Cunningham discussed a letter from WASCO regarding availability :Jf grants. Improvements
included in the program are parks, commun ity projects, fire stations, etc. 'Cunningham suggested
the County investigate the Grant pragramsand funds available in 1976.
Trident survey-The County has nat been contacted by the peaple involved in the Trident project
on any devebpments regarding fhe Trident Impact anaysis.
Dave Cunningham presented a letter for execution by the Board authorizing Al Bettis, (ECON),
t:J apply for a grant for funding :Jf the Plan of Study, Cape Ge:Jrge Sewer project. Moti:Jn by
Commissioner Mercer, seconded by GommissionerO'Meara to sign letter for forwarding to
Mr. Bettis..

the proposed extension, therefore, by m:Jtion of Commissioner 0' Meara, seconded by Commissi:Jner
Mercer to approve and sign Res:Jlutbn #83-75 providing for the creatbn of a supplemental
budget, as follows. Unanimous. (Resolution #83-75)
Petition for Road Vacation I Daryl F. Hedman-Returned to Mr. Hedman by Engineer Becker due
to lack of signatures required by law.
Engineer Becker presented the 1976 Road ConstructiDn Program. M:Jved by Commissbner
O'Meara, seconded by Commissioner Mercer to appDve and sign Resolution # 83-75A. Unanimous.
November bills to be paid in December were approved as follows;
Work request was received from the Jefferson County Fair Board for the County crew to haul
approximately 70 loads of gravel. Fair Board stated they would pay wages. Engineer Becker
recommends appr:Jval with charges to be made to the general maintenance fund and reimbursed
to the equipment rental fund. Work request approved and signed by Board as per Becker
recommendation.
There being n:J additional time left for t:Jday's business, the meeting was recessed until
Wednesday I December 10th at !'"l:OOa .m.

10:00 a.m.
Wally Franz, Superintendent, School District # 50, appeared re: Forest fund allocati:Jn. Board
explained that the delay in distributbn this year was due to miscalculations in acreage between
Clallam, Grays Harbor, Mason, and Jefferson Counties by the National Park Service. All errors
have n:Jw been corrected and the County has received the true amount of Forest Reserve funds
for fiscal year 1975.
Ernes t Geissler, Adminstrative Engineer, County R:Jad Administration Board, reported that
he had completed his inspection of the County Road Department as required by law and that he
could see no problems. Board advised that it had been necessary to go :Jver the $25,000 limit on
road construction :In one particular County road for safety reasons. Geissler said that in his
opini:Jn the safety factor is imperative and the overage would be excusable.
Resolution # 84-75 I Disbursement :Jf Federal Forest Reserve Monies, was appr:Jved and
signed as folbws ~
Lee Smith I Sh:Jp Steward, Local 589, discussed wage negotiations relating to the Sheriff's
Department.Stated he was certain the union and the men would be satisified wi th a $45.00 per
month raise for 1976.
Engineer Becker advised that the County Road Department's surveying instruments are old and worn
:Jut and requested permissbn to submit a call for bids for the necessary equipment. Permissbn
granted by the Board.
The remaining business was reviewed with little or n:J comment, as follows:
