LetterJrom Ed Richey was rea-d by the .Board in regard to the water quality in the southern
en-d of Kilisut Harbor. . The Board- also reviewed a KilisutHarbor report prepared by Alien
W. Moore, Environmentalist, Water Quality Investigations Section, Department of Ecology.
- Dr. John Taylor, Nancy Butts ,Earl Butts, 'Loretta and Jerry Farrell, Dan Sweeney, and B:Jb
Harrage, also appeared in regard to. this matter. Dr. Taylor stated the water quality in Kilisut
Harb:Jr is degraded and it is being fl.lrther degraded through phYSical and, biol-Ogtcal processes~.

Board review the recQmmendqtibnsinMr. Richey's letter to considertnitiatian, of a praject
under Seetion 306 of the C:Jastal Z:Jne Management Act to study all the aspects of thararea-
especially water quality and geohydraulics. He requests also t"hat this project-be incl~ded in
the 1976 R:Jad Prbgram. _ .
'Planning Directar Cunningham rec:Jmmends having an analySis done prior to rbad <?onstruction.
This praject may qualify for funding through Coa.~tal Zane Management Act. -Mov.ed by Commissioner
Mercer to pursue the matter and apply for fund-ing", seconded bY. -Cammis,sioner 0' Meara.
Cunningham will draft ,a preliminary cost estimate" and draw upa pre-application to me~t today's
deadline for applications..

stated they realize the inconvenience of a delay but the rules ,of the, Shorel'neManagementAGt
must be fo~lowed and once a location is selected the permit process can be started immediately.

-D.N .R. Proposal of Vessel Site-Port Townsend Bay. The Shoreline Committee will investigate
and advise. the Board of their findings.
D.N.R. has _advised "the Planning Department of property for sale in the Shine area. Cunningham
. feels the County or the Port of Port Townsend should be given the chance to purchase the property
before it is put :Jr.1 the public markef. Cunningham will contact the D.N .R. :In this matter.

Staff meeting will be held the second Ml.nday of the month at 8:30. All department heads will
be sonjtified and a letter will be sent to the newspaper.
Motion by the Board to accept the bid presented by St:Jrm J. Smole for restoration of the
Jefferson County tower clock. '
Betty Thomas, Sheriff's Deputy, and Maggie Rowe, residnet of Hadlock, came before the Boord
ta advise :Jf the neglect and starvation of animals in ther areas .Mrs.. ,Rowe said that people
are continually dropping off dogs ,and cat and the dogs are starting to form packs which kill
cats and chase livest:Jck. Sheriff Hansen suggested that cages be made for picking up the dogs
a,nd cats that are a nuisance, and transporting them fo the animal shelter. Sheriff Hansen win
try to wnrk out a solution with Pros. Attorney Howard .
The Board approved a building permit extension for Raymond G. Holton-Permit #' 1052.
Labor Agreements by and between Jefferson County and Union Local#, 589 were signed by the
Board for the Sheriff's and County Road Departments.
