10:00 a.m. - Meeting called to order by Chairman B.G. Brown, with all
members present.
BID OPENINGS:
For the furnishing of Jefferson County's Petroleum Products.
BIDDERS

(1) Standard Oil Co........................... ..$109,080.50
(2) Pederson Oil Co.............................$102,259.00
Motion by Commissioner O'Meara second by Commissioner Mercer for Engineer
Becker to check all unit prices for possible error. After checking
Engineer Becker advised that Standard Oil Company proved to have the
lowest bid, due to the fact that Pederson oil did not include the West End.
Therefore it was moved by Commissioner O'Meara second by Commissioner
Mercer to award the contract to Standard oil Company. Unanimous.
Contract by and between Jefferson County and the Department of Social and
Health Services for funding the Jefferson County Alcoholism program in the
amount of $7,673.00 was approved by motion of Commissioner Mercer second
by Commissioner O'Meara for Chairman Brown to sign. Unanimous.

Application for Special Occasion liquor license for Discovery Bay
Lodge, Co. was approved by motion of Commissioner O'Meara second
by Commissioner Mercer to approve for Chairman Brown to sign.
Amendment to Contract #C-53-0821-01, Mid-Quimper Peninsula Wastewater
Treatment Facility, to extend completion time was approved by motion
of Commissioner O'Meara second by Commissioner Mercer for Chairman
Brown to sign. Unanimous.

Call for Bids for improvement of roads at the Port Townsend Sanitary
Landfill, Hadlock Drop Box Station, Brinnon Drop Box Station, Coyle
Drop Box Station, and the parking lot of the Jefferson County Multi-
Service Center at Port Townsend by paving with Asphalt Concrete Class
F. Bid Opening will be held in the County Commissioners Chamber at
10:00 a.m. January 24, 1977. Motion by Commissioner O'Meara second
by Commissioner Mercer to approve and sign. Unanimous.
BUSINESS FROM COUNTY DEPARTMENTS:
Planning Department:
(1) Fletcher and Fletcher Logging Company:
- Ray Birdwell's project on the Hoh River Oxbow. Project
was previously exempted from the Shoreline Management Act
on March 5, 1976 based on correspondence received from the
applicant. County Commissioner Carroll M. Mercer and
Assistant Planner Tom Aumock made an initial site inspection
and determined said project remains exempt from the require-
ments of the Shoreline Management Act. Therefore the Board
requested by motion of Commissioner O'Meara second by Comm-
issioner Mercer a letter of exemption to supercede the
previous exemption letter be written and signed by Chairman
Brown. Unanimous.
(2) Shoreline Management Permit Application:

A Secondary Treatment-~acility for Mill effluent.

Tiller discussed the pending Shoreline Application and went
into some detail over the Environmental Check List. The
Board requested Tiller to elaborate on certain Statements in
the Checklist. Tiller advised he would return the following week
with the needed information.
(3) Army Corp Notice:
#B-1-2195R - Freeman, Arthur
- Planning Director Cunningham appeared and advised that
the project is exempt from the Shoreline Act and recommended
the permit be granted. Therefore it was moved by Commissioner
Mercer second by Commissioner O'Meara to approve notice
to the Corp advising of such to be signed by Chairman Brown.
(4) Army Corp Notice:
-Port of Port Townsend - Mats Mats
Letter of recommendation was received from the Health
Department recommending that because of unacceptable soils
for septic tank and drainfield installation the permit
not be granted. Board requested a response be written
to the Corp that the Shoreline Permit is being processed
and hold action on issueing the Corp permit.
(5) Army Corp Notice:
- 071-0YB-I-003747-C: Eiuind Hjelvick - Stop Work Order.
correspondence and a copy of the Stop Work Order were
received from the Department of the Army. Planning
Director Cunningham and Prosecuting Attorney Howard appeared.
Board discussed the Order and requested the Corp be notified
that Mr. Hjelvick was previously notified by the County not
to exceed the $1,000.00 exemption limit of the Shoreline
Management Act & obviously he has ignored his limit.
Planning Director Cunningham advised he would draft a letter
to the effect to be signed by Chairman Brown.
Tim Haley, Architect, B.J.S.S. appeared re: Building #29 - Final
Acceptance. Haley recommends final acceptance and payment of retainage.
Haley also recommends additional signs be installed in the building.
Board advised they will make a final determination next Monday.
Lowell Tiller, Engineer, Crown Zellerbach appeared re: Building Permit fee.
Tiller discussed a yearly permit fee rather than a project to project
basis, mainly because most projects are maintenance type construction
and Crown Z's own personnel do the inspecting and are more qualified than
the County's inspector, and the County's inspector is not required to
perform any services for the fee paid. No final determination was made
by the Board at this time.

Minutes of December 20th and 27th were unanimously approved by motion
of Commissioner O'Meara second by Commissioner Mercer.
There being no further business before the Board meeting was adjourned.
