MINUTES
NOV,:E,MBER 8, 1976
10:00.A.M. - Meeting called to order by Chairman B.G. Brown, with all
members present.
A representative from Pope and Talbot Inc. appeared to discuss the
vacation of a County right-of-way, located in the N~ of the NE~ and the
N~ of the SE~ of the NE~ of Section 18, Twnshp. 28NRI East, W.M.
Engineer Becker appeared and recommended that the right-of-way be vacated,
with the stipulation that the County retain a 60' right-of-way.
Therefore it was moved by Commissioner O'Meara, second by Commissioner
Mercer to sign Resolution No. 71-76; Intent to Vacate and Public Hearing
Notice to set hearing date for December 6, 1976. Unanimous.
Hr. Bill Haig appeared to discuss a letter he recently sent to the Board,
regarding the County purchasing a boat for the Sheriff. Haig expressed
himself by stating he thinks it is a waste to spend tax money on a boat
for Sheriff Hansen. The Board advised Haig that Sheriff HanSen had not
been authorized to purchase a boat, he was authorized to submit a bid
in the amount of $600.00 for a boat that is needed to conduct official
business in County waters. The Board further advised Haig that when
and if a boat was. purchased, it would be. an inexpensive one, that could
be towed around by car. The Board.a)Isp; a-ayised that, if'a boatwa~<'"

Mr. Finis Stevens, appeared to protest the Kilisut Harbor Study. Stevens
stated he built the road and feels it would be a misuse of County
monies to hire a consultant to study the silt problem in the Harbor. The
board advised Stevens that they have nor. as yet concurred on what
action will be taken, on stud~iw the Kil:i:s-tiF:Harbor problem.
Harold Buck appeared to request the County to use Bi-:centennial funds
to do work on the Discovery Bay School, in ordert.o"rnake prapal!,at'1bns
for using the School building for a Community S.ervicesCenter. The
Board advised Buch to consult Engineer Becker to see how much Bi- Cen-
tennial money is still available to the County and if .it would be agree-
able with Engineer Becker to start the work. The Board further advised
B,uck that they would also consult with Engineer Becker to determine
where things stand.
I-frs. Renate Croom, Kala Point appeared to discuss changing fire districts.
Mrs. Croom stated that Kala Point is presently annexed with the Chevy
Chase F'ire District and because of the distance from Kala Point to
Chevy Chase their insurance rates. are higher. Therefore Mrs. Croom
requested that Kala Point .be annexed with the Chimacum-port Ludlow
Fire District to lower the insurance rants. The Board advised Mrs.
Croom to contact the Chimacum Fire District so that a petition can
be drafted and the submitted to the Board for final approval.
Mr. t'rank Densmore, B. J . S . S. - Olympia appeared to submit the completed
E.D.A. Grant Application for approval by the Board. It was moved by
Commissioner Mercer second by Commissioner-O'~earato approve the
application as submitted. unanimous. Densmore also presented a diagram
of the structure and explained the type of refurbishing that will be done.
Norris Short, member of the Planning Commission appeared re: Road and
Street vacation within the County. He himself believes that the
Planning Commission should look at all unopened roads to determine
which ones should be vacated to cut down ,on accesses to main arterials.

Mr. J.F. Lidrall appeared re: The Kilisut Harbor Study. Lidrall
complained of the County spending money for the Study. Lidrall stated
he owned a portion of the tidelands of the area in question and he
hasn't noticed any problems with his clams dying or the silt problem
killing any sealife and questioned as to what the County was planning
on doing. The Board advised that they have not yet_decided on what
action they will take, and are presently checking into all possibilities.
Prosecuting Attorney Bill Howard appeared and presented an Ordinance
for collecting compensation for vacated County Roads. The Board advised
that they would take the Ordinance into consideration, and make their
determination at a later date. Howard also stated that he has recently
been contacted by Taylor McCormick's attorney regarding the enforce~
ment Order issued to McCormack to ceas and desist all work until
application for a Shoreline Management Permit was made~ Howard further
stated that the gentlemen would like to give a presentation, because
McCormack feels he is not in violation.
Engineer Becker appeared to discuss repairing the Discovery Bay School,
with remaining Bi-Centennial funds. Becker advised that the work can
be fit into the remaining time scheduled and that there is sufficient
funds to cover the expenditure. Becker also advised he would begin
work as soon as possible.

To install tideland ownership identification markers to
identify public use beaches and minimize private beach
trespass. Moved by Commissioner O'Meara second by Comm-
issioner Mercer to approve for Chairman Brown to sign
notice to the Corp of no objection.
(b) Department of Natural Resources - OYB-I-002804
Moved by Commissioner Mercer second by Commissioner O'Meara
to approve for Chairman Brown to sign notice to Corp of no
objection.
Planning Director Cunningham requested permission to attend the
Pacific Sea Grant Advisory Program in San Francisco, California
on December 13 and 14, which will address problems of Coas~al
Zone Management program implementation. Motion by Commissioner
Mercer second by Commissioner O'Meara to grant Cunningham
permission to attend the meeting. Unanimous.
Planning Director Cunningham presented a list of members of the
Shoreline Commission whose terms have expired and need to be
re-appointed. Motion by Commissioner OIMeara second by Commiss-
ionerMercer to re-appoint:
1. Herb Covert
2. Betty Thanas
3,. Charles Arrlerson
for another four year term. Unanimous.

-Petition for Property Tax Refund
(a) Joyce Rauch- r
For over payment, petitioner did not take second half
credit for 1976. Moved by Commissioner O'Meara, second
by Commissioner Mercer to refund amount of $42.48. Unanimous.
Application fro liquor license for Francis and Marion Willard, owners of
"Peg's" in Brinnon was held for further checking. Motion by Commissioner
second by Commissioner O'Meara. Unanimous.

Agreement between the Department of Social and Health Services and
Jefferson County was referred to Prosecuting Attorney Bill Howard, for
a ,legal determination by motion of Commissioner O'Meara second by
Commissioner Mercer. Unanimous.
There being no further business before the Board meeting was adjourned.
