January 17, 1977
10.00a.m. Meeting called to order by Chairman Carroll M. Mercer with all
members present.
Hearing: Proposed road vacation; portions of Denison Street and Blocks in
Captain Tibbals Lake Park; Homer H. Tobin, petitioner (con't from Jan.10th).
No one appeared to speak for or against the proposed vacation. The
question as to what portions of the blocks Mr. Tobin is requesting to be
vacated is still unanswered, therefore, it was moved by Commissioner Brown,
seconded by Con~issioner O'Meara to continue the hearing until January 24th
to allow time to acquire the information needed to make a determination.

Von Webb, local Manager of the Department of Natural Resources, came before
the Board to present the Department's brochure relating to the income from
county trust lands, and to explain why the income was down last year and
what can be expected through 1978. He said state wide income was down
somewhat from projections in 1975-76 due to the "soft market", Le. decreas-
ed construction and lack of logging on state lands. Estimated transmittals
to the county for 1977 - $227,349, and 1978 - $570,867, based on estimated
current appraisals and assuming payment over time periods projected by
their area personnel.
Commissioner Brown reported that he had attended a meeting regarding the
case of the Snohomish Tribe and Slade Gorton, Atto~~ey General vs Jefferson
County and Kala Point Co. in the matter of a Shoreline Management Develop-
ment Permit issued by the county to Kala Point for the construction of four
tennis courts. Contention is that the area designated for the tennis
courts is an archaeological site. His understanding is Kala Point has
agreed to hire an archaeologist to 'conduct an explority investigation to
find out if its a bona fide site and if there are artifacts in the area, to
have them dug out. If the Tribal Council demands additional ~ncessions,
Kala Point is prepared to claim the challange was untimely filed.
Brown said one of the biggest problems is that projects outside of
shoreline jurisdiction, or those that are exempt from the shoreline permit
system, are not investigated for historical value. Discussion was held
with the Planning Director involving preventative planning, however, no
solution was reached because of the county's enability to obtain the
locations of all archaeological sites that have been established, except
by section, and the possibility that there may be numerous sites within
the county that are as yet unknown.

ing permit; Portage Canal, near Hadlock. Exempt from Shore-
line Management Permit System due to operation existing prior
to Shoreline Management Act of 1971. Moved by Commissioner
Brown, seconded by Commissioner O'Meara to sign notice of
"exemption" and "no objection" to the Corps. Unanimous
2) Correspondence from the Department of Natural Resources re:
Fletcher & Fletcher Co.; Project on Hoh River Oxbow. State
advised that Fletcher has met all requirements on the road
construction and the stop-work order has been lifted.

Planning con't: ~) Copy of letter to David Goldsmith re: County's
application for Federal funds for Recreation
Center. Funding denied under the Local Public
Works Capital Development and Investment Act of
1976. Planning Director will look for other
funding sources.
ij) Port Boat Haven Facilities Analysis - Port of
Port Townsend would like to joint sponsor with
the county on the next funding cycle for Shore-
line Management grant money to develop plans for
future locations of marinas and boat launches.
5) Letter of disapproval from Earl Amick re: Corps
of Engineers Public Notice No. 071-0YB-2-003743;
Port's moorage project on Mats Mats Bay. Plan-
ning Director advised that the Port is delaying
drafting of the impact statement until the above
noted study (#4) determines if Mats Mats Bay is
the most logical location.
Treasurer: Statement of Receipts and Disbursements for January, 1977.
Moved by Commissioner Brown, seconded by Chairman Mercer
(in the absence of Commissioner O'Meara) to sign certifica-
tion.
Pete Crane, new Trident Coordinator replacing John Horsley, appeared to
meet the Commissioners and to brief them on the present statis. He said
they have revised the population impact figures from 32,000 down to about
28,000 total through 1985 due to new data on grade level from the Navy,
and it may be reduced further. The Board expressed their concerns over:
(1) Kitsap County's report stating this county would only be impacted
2 percent; and (2) that the coordinator for Jefferson/Mason counties was
suppose to have been hired six months ago. Crane said their thinking on
the percentage was that Jefferson could be impacted by as high as 10 per-
cent, but with a minimum of 2 percent, and he would like to have this
figure worked out scientifically when the Jefferson/Mason counties co-
ordinator is hired. Also, all fiscal 1976 budget monies have been depleted
and there will be no funds available to hire the new coordinator until
March 1st. A new budget has been submitted for Defense Department 608
funds including a $15,000 figure for the new coordinator, but Jefferson and
Mason counties will have to supply a 25 percent match. Board advised that
hiring arrangements had been agreed upon with John Horsley over eight
months ago and asked Crane to check the records on financing of the new
position. Board also requested Crane to start the process for hiring
immediately and to send progress reports to both Jefferson and Mason Counties
so they can be cognizant of whats going on.
Irene Bergsagel, Emergency Medical Services Planner, presented the By-laws
and resolution for establishing the Western Jefferson County Emergency
Services Council. She said basically the wording was the same as was used
for the Eastern Jefferson County Council with the exception that they chose
to drop the word "medical" from their title, and prefer not to be incorpo-
rated. After briefing, it was moved by Commissioner O'Meara, seconded by
Commissioner Brown to approve By-laws and sign Resolution No. 2-77. Ms.
Bergsagel also discussed the progress of the Councils.
Resolution No. 3-77 re: Removal of right-of-way reservation from Treasurer's
Deed -- Tract 28 Seahome Addition, was approved and signed by motion of Com-
missioner Brown and second by Chairman Mercer in absence of Commissioner
O'Meara.
Letter was received from Edwin H. Wilder, wildlife Biologist, U.S. Forest
Service, objecting to the DNR's clam harvesting permit in Kilisut Harbor.
Response will be sent explaining project is exempt from S.M. permit system
due to it being in operation prior to the Shoreline Management Act of 1971.
