Shotwell, Port Angeles 3) North Kitsap Gravel & Asphalt, poulsbo Engineer's Estimate Bid Totals: $ 30,471.12 incl.Tax $ 24,737.39 incl.Tax $ 26,933.98 incl.Tax $ 25,272.00 incl.Tax Moved by Commissioner O'Meara, seconded by Commissioner Brown for Engineer Becker to check bids for possible error, and if found correct, to award bid to low bidder. "Unanimous After checking, Engineer Becker returned to advise that bids were correct as presented. Bid awarded to J.D. Shotwell for a total of $24,737.39 including state sales tax. Joan Fultz appeared to ask if there are present plans to enlarge: 1) the barge at the South Point Dock; 2) the oyster culture operation; and 3) the camp grounds. Board advised they have no knowledge of contemplated enlarge- ment of any of the three, however, expanded'oyster operations would have to go thru the shoreline permit system. They recommended Mrs. Fultz contact the District Sanitarian regarding expansion of the camp grounds. Actual Use Report re: Federal Revenue Sharing allocations for July 1, 1976 thru December 31, 1976 - moved by Commissioner Brown, seconded by Commis~ sioner O'Meara for Chairman Mercer to sign completed report for forwarding to the Department of the Treasury, and publication in the loc~l newspaper. Unanimous Resolution No. 4-77, authorization to pay Peninsula Wastewater Facilities Plan" was Brown and second by Commissioner O'Meara. ENCON for the "Mid-Quimper approved by motion of Commissioner Unanimous Sheriff Hansen came before the Board to request authorization for out-of- state travel to Anchorage Alaska to bring a prison~ back to this juris- diction. Moved by Commissioner Brown, seconaea by'Commissioner O'Meara to sign authorization. Unanimous Business from the Planning Dept: 1) Army Corps of Engineers Public Notices: a) 071-0YB-I-003202, Robert E. Reilly; to drive piling and install additional finger floats in Pleasant Harbor, near Brinnon. Shoreline Management Permit No. 23-75 was issued by the county - minor revision does not require additional permit. Moved by Commissioner Brown, seconded by Commissioner O'Meara to sign notice of "no objection" to the Corps and that additional permit is not required. Unanimous b) 071-0YB-I-003851,U.S. Dept. of the Interior; to install two intake pipes to provide adequate salt water for fish laboratory, Marrowstone Point, near Nordland. Project comes under the juris- diction of the Shoreline Management Act and it is requested that Corps permit be withheld until a S.M. permit application has been reviewed. Minutes of January 24, 1977 con't. p. 2 Planning Dept. con't: c) 071-0YB-I-001821-R, Ethan Austin; revision - to relocate the bulkhead 10 feet landward and eliminate approximately 85 cubic yards of fill. Shoreline Management Permit No. 5-74(R) issued by the county - no additional permit is required. Moved by Commissioner Brown, second by Commissioner O'Meara to sign notice to so notify the Corps. Unanimous 2) Correspondence: Real Estate Division, Dept. of Highways - Planning Director received list of developments within Jefferson County which are either in violation of the state land registration act, or which have previously been in violation and the state has withdrawn their cease and desist order from sales. Order has been with- drawn on Hidden Trails, Quilcene River Lodge, Seamount Estates, Bridgehaven, and Marshall Addition. Those which are still in violation are: Melwood Terrace, Discovery Bay Village, Lazy C Ranch, portion of Irondale, Hiddendale Tracts, and Protection Island. 3) Lazy C Ranch: The Assessor's Office notified the Planning Dept. that two more lots have been sold in the unrecorded portion of this plat in violation of the county's subdivision ordinance. It was moved by Commissioner O'Meara, seconded by Commissioner Brown to re- quest the Pros. Attny. to consider this problem as priority and to issue a cease and desist order as soon as possible to prevent further sales. 4) Shoreline Management Permit No. 29-76, Olympic Canal Maintenance Co~p.; to install approximately 200 lineal feet of 6 foot high rip-rap using old tire casings filled with sand and gravel. Tom Aumock, Assistant Planner, submitted the findings and recommendations of the Shoreline Management Advisory Commission including the rec- ommendation to approve proposed project subject to two outlined conditions. Moved by Commissioner Brown, seconded by Commissioner O'Meara to approve issuance of Shoreline permit subject to con- ditions of the Advisory Commission, and to sign Declaration of Non- Significance. Unanimous Hearing: Petition to vacate portions of Denison Street and Blocks in Captain Tibbals Lake Park; Homer H. Tobin, petitioner (con't from Jan. 10th & 17th). Allen Quback and Homer Tobin appeared to speak for vacation. The Board found that it would be in the best interest of the county to approve vacation of a certain portion of Denison Street and one-half of blocks 22 and 35 due to there being easements thru the middle of said blocks. Also, that petition was submitted prior to enactment of Ordinance No. 2-76, and would therefore, be exempt from new compensation requirements. Moved by Commissioner O'Meara, seconded by Commissioner Brown to approve and sign Resolution No. 5-77, Order of Vacation. Unanimous Letter was received from Tim Haley, BJSS, stating that all items have been completed on the Multi-Services Center, Bldg.#29, and recommends payment of the general contractors retention. Moved by Commissioner O'Meara, seconded by Commissioner Brown for the Auditor to make out the retention warrant for payment to the contractor. Unanimous Petition for the vacation of a county road was received from Leif A. Larsen for property described as "the south 10 feet of Bowen Street abutting Block II of Campbell's Addition to Quilcene". Moved by Commissioner Brown, seconded by Commissioner O'Meara to set hearing date for Tuesday, February 22nd at 10:00a.m. Unanimous A bid was received from C.Rolfe Sherwood, Forks, to provide labor and material to repair the roof of the West-end Annex for the amount of $880.00. Bid will be held without action until additional information is received. ; VOL 3 FACE 76 . . .".If Minutes of January 24, 1977 con't. p. 3 Letters were received from C.Rolfe Sherwood concerning the numerous power outages in the Queets-Clearwater area. They propose the counties of Jeff- erson, Grays Harbor and Clallam work together to establish a grid connec- tion between Grays Harbor PUD and Clallam County PUD. Moved by Commissioner Brown, seconded by Commissioner O'Meara for Chairman Mercer to write a letter in the Board's behalf to both the Grays Harbor PUD and Clallam County PUD requesting them to consider up grading the lines in that area to provide a bette4 more efficient service. Unanimous Commissioner's payroll schedule 1977 - moved by Commissioner O'Meara, seconded by Commissioner Brown to sign approval. Unanimous Pros. Attny. Howard appeared to present a resolution regarding fees for the County Law Library. The funds presently collected from filing fees are insufficient to provide for a basic library. Moved by Commissioner O'Meara, seconded by Commissioner Brown to approve and sign Resolution No. 6-77, increasing the Law LIbrary fee from $3.00 to $5.00 from each new probate or civil case filed in Jefferson County. Unanimous The Board also requested Howard to consider the illegal sales in the unrecorded plat of Lazy C as priority and to issue a cease and desist order to John Swift, Developer, as soon as possible. Eleanor Thornton appeared to ask for advisement from the Board because her neighbors are refusing to accept the new survey she had on her property. Board stated that since she hired a licensed surveyor for the job and has had it recorded in the Auditor's office, its up to her neighbors to have their own survey taken. If there's a descrepancy then the matter would have to be settled in court. Del Graham, representing Pope & Talbot, Inc., appeared re: Removal of county right-of-way reservation from County Contract No. 895. Pope & Talbot, Inc. is in the process of purchasing the property described in said Contract and request that reservation be removed via Quit Claim Deed from the county to Lon R. Michaelis et ux et al, present property owners. Moved by Commis- sioner Brown, seconded by Commissioner O'Meara to sign Quit Claim Deed to remove reservation verbage from Contract No. 895, and to sign Resolution No. 7-77. Unanimous Contract No. 9301-LTG-11781(l}, Amendment to Basic County Agreement with the Department of Social and Health Services relating to the Department of Public Assistance' lease of office space in Building #29 was approved and signed by motion of Commissioner Brown and second by";Commissioner O'Meara. Unanimous The minutes of January 17, 1977 were approved as written by mobion of Com- missioner O'Meara and second by Commissioner Brown. Unanimous The remaining correspondence was reviewed with little or no comment as follows: Copy of Class D license from State Liquor Board to Mabel H. Valaske d/b/a/ Chevy Chase Golf Course Restaurant. County trust land transmittal of funds from the Dept. of Natural Resources in the amount of $45.00 - county's share of payment received from Ollie Stamper. Information relating to Northern Tier Pipeline. Letter from Wa. st. Parks & Recreation stating they wish to make no comment relating to the Declaration of Non-Signigicance - Secondary Treatment Facility, Crown Zellerbach.
