February 14, 1977
10:00 a.m. - Meeting called to order by Chairman Carroll M. Mercer with
all members present.
Sheriff Hansen appeared re: Jail Secruity
Hansen discussed moving the Sheriff's office and dispatch center further
from the entrance and installing additional security. Hansen advised that
he feels that his office is in need of greater security measures, and
requested permission to install an additional security system. The Board
advised that Hansen submit cost estimates for installing the new system.
Herbert Covert, Chairman of Water District #3, appeared re: Request for
Franchise to locate water lines within County right-of-way on Hazel Point
and Houghton Roads. Covert presented three copies of the proposed
Franchise. Covert explained that Water District #3 is near completion
of the design of a water system improvement project, and portions of
the project call for construction of water lines with related appurtenances
within County right-of-way. Therefore in order to perform the necessary
work the Water District requests a Franchise be approved. The Board
advised Covert submit the Franchise to Prosecuting Attorney Bill Howard
for a legal determination. Motion by Commissioner O'Meara, seocnd' by
Commissioner Brown to set hearing date for Franchise as March 7, 1977 at
10:00 a.m. in the County Commissioners Chamber. Unanimous.
Jimmy Cotton, General Contractor, appeared re: Plat of Irondale #7.
Cotton informed the Board that a County road goes through a portion of
his property located within the Plat. Cotton questioned what necessary
steps need to be taken to resolve the problem. Engineer Becker appeared
to advise that he will have someone in his office check for the former
Deed and information will be given to the Assessor to have involved
property taken off the tax rolls.
Jefferson County Fair Board submitted a 'Special Assistance Request'.
The Fair Boar~ requested assistance in building a rew restroom facility.
Total cost of building was estimated as being $17,000.00. Board approved
request for assistance and signed certificate certifing that matching
funds in the .amount of $3,000.00 have been budgeted and are available
for aformentioned project; Motion by Commissioner O'Meara second by
commissioner Brown to approve and sign. Unanimous.
Minutes of February 7, 1977 were unanimously approved by motion of
Commissioner O'Meara second by commissioner Brown.
Contract re: Improvement of roads at Port Townsend Sanitary Landfill
and four other locations by and between Jefferson County and J.D. Shotwell
Company was approved and signed by motion of Commissioner O'Meara second
by Commissioner Brown. Unanimous.
Final County Plan for Developmental Disabilities submitted by Mental
Health, was approved and signed by motion of Commissioner O'Meara second
by Commissioner Brown. Unanimous.
Contract re: 1977 Mental Health/Drug Abuse Award was approved and signed
by motion of Commissioner O'Meara second by Commissioner Brown. Unanimous.
Resolution No. 9-77; Designating Glen Abraham as acting Prosecuting
Attorney for the month of February. Motion by Commissioner O'Meara,
second by Commis sioner Brown to .approve and sign. Unanimous.
January Bills to be paid in February were unanimously approved and signed.

Business from County Departments:
Building Department:
- Building Inspector Jack Padia appeared to request permission to
attend an out-of-state fire and safety seminar in San Diego, Calif.
The Board suggested that Padia check into the possibilities of
attending a seminar closer to home and advised that they feel it would
to costly to the County for padia to make the trip at this time.
Planning Department:
- SEPA Threhold Determination - Killapie Beach Plat Development.
Planning Director David Cunningham, Building Inspector Jack Padia,
and District Sanitarian Randall Durant appeared to advise.
Mr. Art Quigley, Owner of Killapie Beach Plat appeared along with
two of his Engineers. Planning Director Cunningham advised that the
County has received a Building Permit Application for installation
of the water system. Cunningham further advised that the SEPA
Guidelines require a Threshold determination of whether or not an
Environmental Impact Statement need be prepared. Director Cunningham
reviewed the Environmental Checklist. Motion by Commissioner O'Meara
second by Commissioner Brown for the Planning Department to contact
the State Geological Department for assistance in determining the
soil stability of the property, in order for a final decision to
be made whether or not an E.I.S. need be prepared. Board requested
that the information be submitted as soon as possible in order for
final determination to be made on February 22, 1977.

Plat and recommends approval. Motion by Commissioner Brown, seoond
by Commissioner O'Meara to approve and sign plat. Unanimous.

R.R. Carroll and E.E. Anderson appeared re: Proposed Road Vacation. The
gentlemen inquired as to what steps need to be taken in order to vacate
proposed property within the Plat of Junction City located at Discovery Bay.
Carroll informed the Board that Junction City was platted in 1891, and
feels that a Law of 1889 could affect the vacation process. Carroll
quoted the law (sec. 32, Chap. 19, pg. 603 laws of 1889-1890) which
provides that "Any county road or part thereof, which has heretofor.e
been authorized, which remains unopen for public use for the space of
five years after the order is made or authority granted for opening the
same, shall be and the same is hereby vacate, and the authority for
Building the same barred by lapse of time." Carroll inquired as to whether
the Plat of Junction City would be affected by the law. The Board informed
that through the past years there has been controversy over the law, and
advised that the gentlemen should follow the petition process and submit
a petition for vacation of a county road for consideration. Proposed

2:00 p.m. - Meeting reconvened at this time with all members present.
R.R. Carroll and E.E. Anderson re-appeared to present a complete petition
for Vacation of a County Road located in Junction City at Discovery Bay.
Motion by Commissioner O'Meara second by Commissioner Brown to set
hearing date for March 7, 1977 at 10:00 a.m. in the Commissioner's Chamber.
Hearing date was set for hearing testimony on two proposed locations and
design of the Mats Mats road. Motion by Commissioner Brown second by
Commissioner O'Meara to set hearing on February 28, 1977 at 8:00 p.m.
at the Port Ludlow Fire Hall.
There being no further business before the Board, meeting was adjourned.
