10:00 A.M. - Meeting called to order by Chairman B.G.. Brown, with all
members present.
Hearings:
Proposed road vacation - Unplatted usage road in Irondale, H.C. Reuter
petitioner.
Several persons appeared to oppose the petition. Daryl Hedman appeared
to speak in favor of the vacation. Engineer Becker submitted his letter
of recommendation that the road be vacated. The Planning Commission
tabled the petition until they could inspect the road further. Motion
by Commissioner O'Meara second by Commissioner Mercer to continue the
hearing December 6, 1976, u.ntiLall necessary informat.ion is received.
Unanimous.
Proposed road vacation - Portions of streets in Harrisburg addition
to Irondale. Mike Orth, John Shold, and Dalbert Leaf - petitioners.
Mr. Leaf and Mr. Orth appea.red in favor of the vacation. No, one appeared
to speak against. Engineer Becker submitted his recommendation that the
streets not be vacqted in order to provide access and utility space .for
the Ironda],.e Plat. The Planning Commission recommended that Stevens
Street be vacated subject, to the vacation of the adjoining lots, and
Montgomery street be tabled until the planning commission c~n check
into all possible alternatives. The Board advised that a petition
to mcatethe adjoining lots should also be presented at the time the
hearing is continued. Moved by commissioner O'Meara second by Commissioner
Mercer to continue the hearing December 13, 1976 in' order to have all
necessary information present. Unanimous.
Mr .M. L. Anderson appeared to discuss trading "lrS R,OO' ofw..if~f'rq1it}on
Lake leland that abuts the County Park for forty acres of timber' owned
by the County. The Board advised that before any determination could be
made a timber crusier would be hired to determine the value of the timber
in question.
John Parker and Leo Fitterer appeared to discuss the Council on Aging.
T,he gentlemen informed that they feel that the approach to the problems
should be handled by an A.rea Agency not a County Agency. The Area
Agency would include Clallam, Grays Harbor, Jefferson, and Pacific
Counties. The Board concurred with their basic idea however they
feel that it may be impossible due to the Counties having different
needs.
lYirs. Joanne Coyne, Adult Probation Officer from Port Angeles appeared
to request part-time office space. Mrs. Coyne prefers Courthouse space
if possible, so that she will be able to work near the Sheriff, Court
Trials, and Prosecuting Attorney. The Board advised .that they would
take the request into consideration and consider the office space
across from the Sheriff. The Board further advised that when the
space was available they would discuss the matter further with.Mrs.
Coyne.
Rus Phillips, rep1!.esentative from the Department of Natural Resources
appeared re: Land exchange between the Department of Natural Resources
and Allen Logging Company at the West End. Phillips inquired as .to
whether or not the County has any objections to the exchange. Phillips
informed that the timber had been cruised and the land in question is
of equal value. Phillips further informed .that the land commissioner
is aware of the exchange and is in full agreement. Therefore the Board
advised that they have no objections to the proposed exchange.

Paul Miller, Quilcene"appeared :to discuss the County acquiring:'
property to build a little league baseball park in Quilcene.
The Board advised that as soon as the property is acquired the County
would build the little league park. Miller also requested housing
funds for his alcoholism home. The Board advised that the only way
the County can give monies to a private organization is for services
rendered. The Board further advised that they would consult with
Prosecuting Attorney Bill Howard to see if the County could disburse
money to this program.
BUSINESS FROM THE PLANNING DEPARTMENT:
(I) Final Plat:
Rondelay Meadows-
Mrs. Helen Dent developer appeared. Moved by Commissioner
O'Meara second by Commissioner Mercer to approve and sign
final plat. Unanimous.
(2) Oak Bay Park:
Planning Director Cunningham presented a list of things
remaining to be completed before the Bi-Centennial
appropriations run out the 1st of December. Board advised
Cunningham to turn the list over to Engineer Becker to
determine what can be finished in the time remaining.
HEARINGS:
(I) Budget extentions for the Auditor and Sheriff:
- Auditor Betty Anderson and Sheriff Bob Hansen appeared.
Auditor Anderson presented a list of expenditures as to
why the emergency appropriations were needed. Therefore
it was moved by Commissioner O'Meara second by Commissioner
Mercer to~gn Resolution No. 73-76; Order - to appropriate
$3,092.00 to the Auditor and $15,234.00 to the Sheriff
for necessary budget extentions. Unanimous.
(2) Budget extent ions for the Assessor, Sheriff and Planning
Departments for Ceta appropriations in the amounts of:
Assessor - - - $1,697.00
Planning - - -$1,999.50
Sheriff - - - $1,989.00
was approved inasmuch as the amounts are completely reimbursable
by the state. Motion by Commissioner O'Meara second by
Commissioner Mercer.to sigiLRasolution No. 74-76; Order -
Appropriation of funds. Unanimous.
Resolution No. 72-76; Disbursement of Federal Forest Reserve monies
was signed as per approval in minutes of September 27, 1976. By motion
of Commissioner O'Meara second by Commissioner Mercer. Unanimous.
Moved by Commissioner Mercer seocnd by Commissioner O'Meara to release
the, present,. franchise bond and replace it by franchise bond no. 8181222,
by Seaboard Surety Company. Unanimous.
Board discussed letter from Mrs. Jim Hubbard re: Broken windshield.
Mrs. Hubbard stated in her letter that gravel fell from a County truck
and broke her windshield estimated cost for repair was $189.55.
Board advised that until further evidence is provided no action will be
taken by the.County, and requested a letter be sent to Mrs. Hubbard
advising of such.
Motion by Commissioner O'Meara second by Commissioner Mercer to enter
j into agreement with Olympic Electric to install Electric meters at the
County Multi-Services Building #29. Olympic Electric submitted a bid
of $.,700.00 plus tax as their total price.

Moved by Commissioner Mercer second by Commissioner O'Meara to send
letter written November 11, 1976 concerning the Hood Canal Front Planning
to the Olympic National Forest - Supervisor. Unanimous.
Agreement between the..,Department of Social and Health Services
and Jefferson County Contract no. 9301-LTG-11781 was approved by
motion of Commissioner Mercer second by Commissioner Mercer to be
signed by Chairman Brown as per recommendation of Prosecuting Attorney
Bill Howard. Unanimous.
Board discussed letters fDom Mrs. Arlene M. Clark, and Mrs.K.L.Emmerson
regarding their lots in Paradise View Estates. The ladies requested
access to their lots via Hill Street and Fir Street which need improvement
by the County. The Board discussed the matter with the County Engineer
and advised him to make a recommendation. The Board further advised
that letters be written to the ladies with a copy of the Engineers
recommendation, that Hill and Fir Streets should be among the next
streets in paradise View to be impr oved.
There being no further business before the board meeting was adjourned.
