February 28, 1977
10:00 a.m. - Meeting called to order by Chairman Carroll M. Mercer, with all
members present.
Randy Barrett, appeared re: Purchase of certain County property in the
Plat of Junction City, Section 13 T29 2W. Barrett advised that he would
like to purchase the proposed property from the County but the State is hold-
ing it in a deed of trust (forest board land). Board advised that they
will check into the legal process with Prosecuting Attorney Bill Howard
before making a determination.
Minutes of February 22, 1977 were unanimously approved with corrections.
Moved by Commissioner O'Meara second by Commissioner Brown.
Bob Carlson, Howard Cooper Corporation appeared re: Water filter system.
Carlson preseMed brochures and infpJ;::Il.\",tiOn o:pi:,pe wate:rf~l:J:e:r: system.
Carlson explained that the system is to be used in addition to the present
water filtering system. Carlson stated that the system is quarenteed
to produce better tasting water in a period of 90 days or money will be
completely refunded. Carlson quoted a price of $1,527.56 including tax.
Motion by Commissioner O'Meara second by Commissioner Brown to purchase
the system for the Clearwater Annex, since their water is of poor quality.
Roger Wirtanen, Pitney Bowes appeared to present in.fQc'Jlation on t.heir copy
machine, as requested by the Board at last weeks meeting. wirtanen advised
that afterCQffipleting his survey he can save the County $43.00 per month
if they purchase the copier. Wirtanen further discussed the performance
of the copier and advised that he would return in two weeks to allow the
Board time to discuss purchasing- the copier with all department heads.
Jack Bilan and Greg Benton appeared re: Proposed Tavern (Corner Pub) at
Nesses Corner - Junction of Hadlock and Chimacum Highways. The Gentlemen
appeared and presented a copy of letter to Randy Durant, Dist. Sanitarian,
re: Revisions made in the kitchen area. Persons living in the immediate
vicinity of the proposed tavern also appeared to oppose the Board approving
the liquor license application. Mrs. Pam Shold appeared to advise that
she lives directly across from the proposed location and feels that their
is too much traffic, inadequate street lighting, and children coming to
and from school to warrant a tavern in the area. firs. vincent Lux Sr.,
appeared also and advised that she among many property owners of the area
feel that the traffic situation is too hazardous and a tavern would decrease
their property value and strongly oppose having a Tavern next to their
homes. Motion by Commissioner Brown second by Commissioner O'Meara to set
a hearing date for March 7, 1977 in order to allow time for all interested
property owners a chance to appear and be heard.
Business from the Planning Department:
(I) Final Short Plat:
(a) Pope and Talbot Development Inc.
Assistant Planner Tom Aumock presented and discussed
the project and advised that after reviewing the Plan-
ning Department recommends approval. Motion by Comm-
issioner Brown, second by Commissioner O'Meara to app-
rove and sign the Short Plat.
(b) William Helander:
Assistant Planner Tom Aumock advised that the Planning
Department has no objections and recommends that the
Plat be approved. Motion by Commissioner Brown second
by Commissioner O'Meara to approve and sign the Short
Plat.

(2) Shoreline Management Permit Application:

for extent ion of the City water system to Indian Island. Planner
DavQd Cunningham submitted the Planning Commission's recommendation
and findings, and recommended the application be approved. Motion
by Commissioner Brown second by Commissioner O'Meara to approve
and sign application.
(3) Forest Practice Permit Applications:
(a) #FP-02-01318; C.B. Anderson
Project requires no shoreline jurisdiction. Clear-cut
logging - tractor skidder operation. Motion by Commissioner
O'Meara second by Commissioner Brown to approve and sign.
(b) #FP-02-01319; J. Ingman
Project requires no shoreline jurisdiction. Clear-cut
logging - Cat operation. Motion by Commissioner O'Meara
second by Commissioner Brown to approve and sign.
(4) Army Corp of Engineers Public Notice:
- 071-0YB-4-003830; Washington State Department of Game.
Applicant has applied for a Shoreline Management Permit there-
fore it was moved by Commissioner Brown, second by Commissioner
O'Meara to sign notice to the Corp advising of such.
(5) Killapie Beach Plat:
-Threshold Determination; Planning Director Cunningham advised
that he feels final determination should be delayed until
March 14, 1977 to allow sufficient time to discuss the matter
with Prosecuting Attorney Bill Howard.
(6) Grant requests - Shoreline Management Allocations
Planning Director Cunningham advised that money is becoming
available for Shoreline allocations and suggested the Board
consider using the funding. George Randolph, Port of Port
Townsend, appeared to suggest the money be used for conducting
a sur_yey for Boat Launching Facilities within Jefferson COUJity:
The Board advised that no determination will be made at this
time.
Department of Public Works:
(1) Engineer Ed Becker submitted certification for the Annual 1977
CRAB Board. Motion by Commissioner O'Meara, second by Commissioner
Brown to approve and sign. Unanimous.
Sheriff's Office:
Sheriff Bob Hansen appeared re: Security. Hansen presented the
Proposed plan of remodeling the Sheriff's Office - dispatch center.
Hansen advised the plan can be accomplished in phases with future
expansion in mind. Motion by Commissioner O'Meara second by Comm-
issioner Brown to start remodeling immediately. Hansen advised that
his office needs a metal detector for security measures, motion by
Commissioner Brown second by Commissioner O'Meara to put the Detector
out for bid.
Hearing date was set for March 28, 1977 for Petition for vacation of
a County Road submitted by Paul Walters and Ken Larsen. Proposed
property: Portion of "c" Street, Plat of South Port Townsend. Motion
by Commissioner O'Meara second by Commissioner Brown to set hearing date.
Letter to Puget Power advising of no objections to installing three
power poles, flood lights, and wiring at the County Social Services Bldg.
was approved and signed. Motion by Commissioner O'Meara second by Comm~
issioner Brown. Unanimous.

Board appointed Henrietta Hoglund as alternate for Senior Citizens Advisory
Committee - Agency on Aging. Motion by Commissioner O'Meara, second by
Commissioner Brown. Unanimous.
Letter from S.W. Norman re: Clam Dredging in Killasut Harbor was discussed
with Planning Director David Cunningham. Cunningham advised that the
dredging area has been enlarged since 1973, and suggests writing the
Department of Natural Resources for additional information. Norman
stated in his letter that he feels the dredging project must stand the
examination for a Shoreline Management Permit. Board advised that the
letter will be referred to Prosecuting Attorney Bill Howard for a legal
determination.
