Bragg - WIN UTE S - ------- December 6, 1976 10:00 a.m. - Meeting called to order by Chairman B.G. Brown with all members present. Hearings: Continuation from meeting of November 15,1976, vacation of an unplatted street in Irondale. H.C. Reuter, petitioner. - Hearing was continued in order to allow the Planning Conunissidn sufficient time to submit a recommendation. A recommendation was submitted at this time, recommending that the vacation be denied as the current roadway suits land contours better than the platted road right-of-ways. Motion by Commissioner O'Meara second by Commissioner Mercer to deny vacation a.tthis time, until negotiations can be made to acquire an additional 10 feet of right-of.,..way to construct a cul-de-sac. Unanimous. Bruce Loften, NCR appeared re: presentation of a cost breakdown of yearly and monthly maintenance on the recently purchased Computer System. Loften requested that the Assessor's and Treasurer's portion of the bill be paid now. Loften informed that employee's have been oomplaining of a seemingly power shortage between the hours of 7:30a.m. and 8:00a.m. Board concurred that they would notify the Power Company. Loften requested that a fan be acquired to be used to cool the processing machine, Loften explained that when the processer reaches 75 degrees it does not work properly. Loften also discussed further hiring a night crew, he advised he would submit a list of how many people are needed and set up a schedule for 'night conversion'. Ralph Anderson appeared re: Petition for recission of Enforcement Order against Taylor McCormick. Anderson informed that the information received about the amount of landfill used in the matter is incorrect and requests that a recission not be drafted. ~he board advised that no action will be taken at this time and the matter will be discussed at a later date. BUSINESS FROM COUNTY DEPARTMENTS Building Department: Building Permit Extention: -Ray Holton Moved by Commissioner O'Meara second by Commissioner Mercer to approve the permit for a period of one year. Unanimous. Planning Department: Forest. Practice Application: -Scott Paper Company FP-09-02379 Commercial thinning and salvaging. Moved by Commissioner Mercer second by Commissioner O'Meara to approve notice of no objection for Chairman Brown to sign. Unanimous. Army Corp Public Notice: -07l-0YB-l-003686; Genera.l Permit mooring bouys in Tidal Waters. Planning: Director C'qnningham suggested one other condition be added in repl:'jtothe Army Corp that "Hooring bouysshall have weighted lines where said lines traverse tidelands and submerged bedlands" . Motion by Commissioner 0 I Meara second by Commissioner Mercer to approve notice to the Corp of no objection to be signed .by Chairman Brown. Preliminary Plat extent ion request of Pope and Talbot; -South Bay Community No.l&2: Motion by Commissioner Mercer second by Commissioner O'Meara to approve a 1 year extension...as per planning commission recommendation that a one year extension be granted subject to original conditions set forth in the preliminary plat. Unanimous. -Port Ludlow Division 5: Motion by Commissioner Mercer second by Commissioner O'Meara to approve a one year extension as per the Planning Commissions recommendation subject to original conditions set forth in the preliminary plat. Unanimous. Treasurer's Office: Petition for Property Tax refund: -Richard L. Shaneyfelt, Petitioner: Petitioner paid taxes more than once. Moved by Commissioner Mercer second by Commissioner O'Meara to approve and sign refund in the amount of $206.96. Unanimous. Call for Bids for furnishing all labor and materials to construct a 30,x35' concrete slab for the Jefferson County Department of Public Works at Coyle. Motion by Commissioner Mercer second by Commissioner O'Meara to approve and set hearing date for Monday December 20, 1976 at 10:00 a.m. in the Commissioners Chamber. Unanimous. Minutes of November 15 and 22 were unanimously approved by motion of Commissioner Mercer second by Commissioner O'Meara. Board approved Engineer Becker's request to order two pick~up trucks and three passenger cars. Motion by Commissioner O'Meara second by Commissioner Mercer. Unanimous. Resolution No. 75-76; a non-debatable emergency appropriating funds to the General Administration for the Puyallup Fair Exhibit in the amount of $100.00 was approved and signed by motion of Commissioner Mercer second by Commissioner O'Meara. At the conclusion of the hearing held December 10, 1976 said hearing was closed and it was moved by Commissioner O'Meara second by Commissioner Mercer to adopt the Current Expense Budget and Special Revenue Funds Budget 1977 as adjusted. Unanimous. All revisions, corrections and/or additions were given to the Auditor for inclusion into the Budgets as follows: Resolutions No. 76-76 and 76-76A were approved and signed. ( 1 ) Hood Canal Advisory Council - approved as presented. (2) Shoreline Camlission - Ed Richey and Carl Randolph members appeared. $25. 00 estimated telephone costs eliminated. Remainder of Budget approved as presented. (3) Planning Camlission - $25.00 estimated telepoonecosts eliminated. Travel and. subsistance revised to $2,000.00. Remaining blrlget approved as presented. (4) Disability Board - Approved as presented. (5) Board of Equalization - Approved as presented. (6 ) Civil Service Camlission - Approved as presented. (7) District Court - Madge Giles, Secretary appeared on December 9, 1976. Discussion was held on feasibility of IIDving the District Court office into the Courthouse. Judge A.C. Grady and. Attorney Harry Holloway III, appeared on December 10, 1976 It was concluded that the District_Court Office should remain at its present location for one IIDre year. Secretary's salary adjusted to 3/4 time for County. Balance of Budget approved as presented. (8) Superior Court - Walt..Greenaway 1977 estimate adjusted to $10,151.00 for entire year. (16) West Errl Armex Building Maintenance - Approved as presented. (17) Sheriff - salaries adjusted, Position of Jail Superintendant eliminated. If posi tion is necessary in six IIDnths a budget extension can be sul:mitted. Repair of office equiprent $900.00 added. Building improvements wall-mount bunks, Stainless mirrors, and. Shelves eliminated. ReplacaIent of main Jail drains changed to Jail Repairs. Balance of Budget approved as presented. (29) Road - estimated revenue changed to $289,063.00 for Real Property tax and. to $8,664.00 for Forest EKcise Tax. Construction changed to $730,782.00. Balance of Bu:1get approved as presented. (30) Equipnent Rental- purchases changed to $255,000.00 to include three autarobiles. Remairrler of blrlget approved. (31) Solid Waste - Salaries adjusted, Ranairrler of budget approved. (32) Parks - M:>ved and seconded to terminate caretaker position. unanimous. Budget approved as corrected. (33) Jefferson/Port Townsend Regional Council - approved as presented. (34) Federal Revenue Sharing - Courthouse rEIDJvation raisedfram $10,,,000.00 to $25,000.00, recreation program raised to $20,000.00, hot lunch program and Camnmity neighborhood centers grouped together for one total in the amJ\ll1t of $25,000.00.
