10:00 a.m. - Meeting called to order by Chairman Carroll M. Mercer, with all
members present.
Hearing reo Franchise for Water District No.3.
Herbert Covert - Chairman of Water District No. 3 appeared.
Becker submitted his letter of recommendation, recommending

Hearing re: Proposed Road Vacation; portions of Bowen Street, Plat of
Campbell's Addition to Quilcene, Leif Larsen Petitioner. (con't from
February 22, 1977). Eileen and Robert Worthington adjoining property
owners appeared against the petition. The Planning commission submitted
its recommendation that the vacation be denied due to several factors.
Engineer Becker submitted his letter recommendation recommending that
part of Bowen Street be vacated as petitioned. Motion by Commissioner
Brown second by Commissioner O'Meara to vacate the south 10 feet of
Bowen Street abutting Block 11, of Campbell's addition to Quilcene, and
sign Resolution No. 14-77; Order of Vacation.
Hearing re: Proposed Road Vacation; portions of streets and lots in
Plat of Junction City, Richard R. Carroll, Petitioner. Richard Carroll
and E.E. Anderson appeared. Engineer Becker recommends denial of the
vacation until additional access is constructed. After a brief discussion
with the Petitioner, Board agreed to vacate a portion of the road and
reque.sted Engineer Becker to revise the description ann then submit it
for determination.
Hearing re; Corner Pub, Nesses Corner.
Greg Benton and Jack Bilan applicants appeared in favor of their proposed
tavern. Twenty-four (24) residents of the area appeared to oppose the
tavern. Jack Bilan presented and discussed the plans of the tavern with
the audience. Several of the residents stated their objections. Objections
stated were: lack of law enforcement officers in the area, residents
advised that there is only one law enforcement officer in the area, and
they feel an additional tavern in the area would cause a considerable increase
in work for the patrolman. Noise; was also discussed, residents feel
that the noise from the Tavern would keep them up all night, and the
screeching of wheels would be very annoying. Traffic; residents also
complained that Nesses' Corner was a dangerous corner and feel a tavern
would increase the possibility of car accidents. Bus stop; the residents
advised that there is a school bus stop near the proposed location of the
tavern, and feel that a tavern would endanger the children ooming to and
from school. The Board advised that they feel it is apparent that it is
the location of the tavern that is being objected too, and further advised
that they would make a determination later in the day, in order in allow
them sufficient time to consider all possibilities.
Soldiers and Sailors relief fund Application, submitted by Michael O'Connor
for the amount of $73.57 was approved and signed by motion of commissioner
0' l>!eara, second by Commissioner Brown. Unanimous.
Call for Bids for cleaning, patching, painting and refinishing of offices to
be opened on the third floor of the Courthouse, to be held on Honday, March
21, 1977 in the County Commissioners Chamber at 10:00 a.m. was approved
and signed by motion of Commissioner O'Meara second by Commissioner Brown.
Unanimous.

Minutes of February 28, 1977 were unanimously approved by motion of
Commissioner O'Meara, second by Commissioner Brown.
Barbara Morrissey and Ava Mathews, residents within the Plat of South
Port Townsend appeared. The ladies submitted a petition with signatures
of residents within the Plat requesting that the County improve the roads
in the plat. The ladies advised that the existing dirt roads are an
extreme dust problem and contain numerous chuck holes. Mrs.- Morr,issey
qpke4 the BOard what future help and relief they can expect to receive
from the County. The Board advised that there are no immediate plans for
blacktopping the roads, and after checking the six-year road program
Commissioner B.G. Brown advised that the roads are not among those scheduled
to be repaired within the next six years. The Board advised that the
County neither has the money or the manpower to blacktop the roads and
further advised that they could only promise the road would be
graded as necessary.

Application is primarily to bring the Corp Notice in line
with approved Shoreline Management permit. Moved by
Commissioner O'Meara second by Commissioner Brown to
approve and sign. Unanimous.
(2) Final Short Plat:
- Kala Point Division #2:
Motion by Commissioner O'Meara second by Commissioner Brown
to approve and sign the final plat. Unanimous.
(3) Planning Director Cunningham presented a letter he drafted to
John Mey regarding moving his barge immediately south of
Chimacum Creek on Port Townsend Bay, -temporarily. Motion by
Commissioner O'Meara second by Commissioner Brown for Chairman
Carroll M. Mercer to sign..
(4) Rezoning of Mats Mats Bay Road:
Several persons appeared regarding revising the Shoreline
Management designation for the interior of Mats Mats Bay
from a Surburban classification to a Conservancy classification.
Assistant Planning Director Tom Aumock advised that the
Shoreline Management Master Program will be reviewed in the fall,
and the date will be published so that all interested persons
can attend. Aumock informed that possible amendments will be
be made at that time.
Business from the Department of Public Works:
(1) Resolution No. 15-77; CRP 418 - improvement of streets within
Irondale Orchard Tracts. Engineer Becker presented the
road project for approval by the Board. Motion by Commissioner
O'meara second by Commissioner Brown to approve and sign. Unan.
(2) Resolution No. 16-77; CRP 4l8-B improvement of County Road No.
18-16.32 Christney road. Motion by Commissioner O'Meara second
by Commissioner Brown to approve and sign. Unanimous.
(3) Resolution No. 17-77; Establishment of a County Road, portion
of Casselary Road County Road No. 34-1.70, (also known as Ivan
Brown Road or CZ 400 Spur Road) quit claimed to Jefferson County
by Crown Zellerbach. Motion by Commissioner O'Meara second
Commissioner Brown to approve and sign. Unanimous. Action on
said road initiated on November 13, 1972.

Casselary Road County Road No. 34-1.70 (Also known as
Ivan Brown Road or CZ 400 Spur Road) in Gov. lot 4
Section 23 T.29N, R2W. Motion by Commissioner O'Meara
second by Commissioner Brown to approve and sign. Unan.
Labor agreements by and between the County and Teamsters Local 589 for the
County Road Department and the Sheriff's Department for 1977 were approved
and signed by motion of Commissioner O'Meara and seconded by Commissioner
Brown. Unanimous Insurance Carrier is questionable and is to be resolved
by the employees at the next Union meeting. Contracts are to reflect any
necessary changes.
