members present.

Motion by Commissioner O'Meara second by Commissioner Brown to check the
Bids for any possible error. After checking Chairman Mercer advised that
the bid for refurbishing offices on the third floor of the Courthouse has
been awarded to Thomas Plut by motion of Commissioner O'Meara, second by
Commissioner Brown. The Bid for the second floor Jury room was awarded
to Paul W. Palmer by motion of Commissioner O'Meara second by Commissioner
Brown. Unanimous.
HEARING:
Proposed Road Vacation:
streets and entire alley

Mr. Stanley L. Mackey, Senior Negotiator for the Department of Highways
appeared. Mackey explained the reason for petitioning that the property
be vacated is that the proposed property is an old stockpile site and is
of no further use to the State. Mackey advised that the State proposes
to sell the property to get it back on the tax rolls. Engineer Becker
submitted his recommendation that _the streets be vacated as petitioned.
Planning Commission submitted their recommendation that the proposed
road vacation be denied due to the petition lackllig the required number of
freeholder's signature and any statement as to the reasoning and justifi-
cation for the request. Motion by Commissioner Brown second by Commissioner
O'Meara to vacate the proposed property as petitioned, and sign Resolution
No. 20-77; Order of Vacation. Unanimous.
Minutes of March 14, 1977 were unanimously approved by motion of commissioner
O'Meara, second by Commissioner Brown.
Resolution No. 21-77, authorizing payment of expenses incurred by the dedi-
cation of the Multi-Services Center, and to be considered as amendment to
the 19 7 7 Current E?,pense Budget was ___ approved and signed by the Board.
George Pleinesand Leslie Dicks, Xerox Corporation appeared to give a
presentation on their copy machine. The gentlemen discussed prices of
the copier model number 3107 and quoted a price of $8,400.00. Brochures
were presented for the Board's consideration. After discussion, Board
advised the gentlemen to return at a later date for a determination. The
Board further advised that there are still companies that have not been
interviewed and all copy machines will be considered before any determination
will be made.

Ron Schultz "City Recycling" Salem, Oregon appeared to present a proposal
to purchase "white goods" from the County Landfill at $5.00 per ton.
The Board advised Schultz that a Call for Bids will be advertised in the
local newspaper in order for all persons interested to submit their bid.
Board requested Engineer Becker to draft a Call for Bids for the sale
of the "white goods~
Business from the Planning Department:
(1) Forest Practice Permit Application:

Land Clearing and partial cutting. Cat skidding operation.
Motion by Commissioner Brown, second by Commissioner O'Meara
to sign notice of no objection. Unanimous.
(2) Shoreline Management Permit Application:
- Department of Natural Resources;
Project is for construction of a temporary logging road and
bridge twenty-two miles from Clearwater. Shoreline Committee
recommends approval subject to (6) conditions. Motion by
Commissioner O'Meara, second by Commissioner Brown to sign
approval. Unanimous.
(3) Threshold Determination; Kitsap Bait Sales
- Planning Director Cunningham gave a brief on the proposed
project stating that it would be for a specific anchorage
area for placement of a herring storage pen. Cunningham advised
after reviewing the Environmental Impact Statement that a
Declaration of Non-Significance need be signed. Motion by
Commissioner O'Meara second by Commissioner Brown to sign.
Unanimous.
(4) Seamount Estates Division 4; Water System
- Planning Director Cunningham advised that residents of
the Seamount Estates Community have been complaining of the
insufficient water supply in their community. Cunningham
inquired as to what the Boards decision will be on approving
Division 4. The Board advised that Division 4 will not be
approved until Divisions 1,2,& 3 water system has been approved
by a certified engineer. Board further advised that the matter
will be discussed with Prosecuting Attorney Bill Howard.
(5) Short Plat:

Motion by commissioner O'Meara second by Commissioner Brown to
approve and sign the Short Plat. Unanimous.
(6) Army Corp Notice:

Motion by Commissioner Brown second by Commissioner O'Meara to
sign notice of no objection to the Corp provided that the
cost or fair market value of the project remains less than $2500.
(7) Planning Director Cunningham discussed a letter recieved from
Ed Richey Chairman, Shorelines Advisory Committee regarding
mechanical clam harvesting in Jefferson County. In his letter
Richey stated that a public forum was conducted during the
first hour of the February 17, 1977 meeting of the Shorelines
Management Advisory Commission. Richey listed a summary of
principal concerns and comments of attending citizens. Planning
Director Cunningham advised that a copy of the letter the letter
should be sent to the Department of Natural Resources, Corp of
Engineers, and Department of Fisheries, and Governor Ray.

Several persons from the Quilcene Community Center came before the Board
due to a question on authority. Chairman Carroll M. Mercer referred to
the guidelines for operation of the Center quoting a portion of the object-
ives under article I stating the purpose of the Board of Directors is to
oversee operation of the community centers' program. He further stated that
all internal problems should be taken to that Board of Directors for
resolving. If the Directors cannot solve the problem then, and only then
should it be brought before the County Commissioners.
Meeting was recessed until 1:30 p.m. Tuesday.
